เมื่อวันที่ 3 กุมภาพันธ์ 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล นำคณะผู้แทนไทย ประกอบด้วยนายสัณห์ อรุณรักษ์ติชัย ผู้อำนวยการกองตรวจลงตราและเอกสารเดินทางคนต่างด้าว และ ผศ.ดร. ประทิต สันติประภพ ที่ปรึกษากระทรวงการต่างประเทศเรื่อง ABTC เข้าร่วมการประชุม Business Mobilty Group (BMG) ครั้งที่ 1 ประจำปี 2569 ซึ่งเป็นส่วนหนึ่งของการประชุมเจ้าหน้าที่อาวุโสเอเปค ครั้งที่ 1 (SOM 1) เป็นวันที่สอง ที่นครกว่างโจว สาธารณรัฐประชาชนจีน
ที่ประชุมหารือประเด็นถ้อยคำใน Terms of Reference (TOR) ของคณะทำงาน BMG และแต่ละเขตเศรษฐกิจได้รายงานความคืบหน้าในการบริหารจัดการการตรวจคนเข้าเมือง และการนำเทคโนโลยีใหม่ๆ มาประยุกต์ใช้เพื่อยกระดับมาตรการด้านความปลอดภัยและความมั่นคง ซึ่งรองอธิบดีกรมการกงสุลได้รายงานการดำเนินการของสำนักงานตรวจคนเข้าเมืองของไทยในการพัฒนาระบบตรวจคนเข้าเมือง เช่น การใช้งาน Thailand Digital Arrival Card (TDAC) การใช้งานระบบ auto channel ในท่าอากาศยานหลักของไทย และความคืบหน้าการพัฒนาระบบบริหารจัดการตรวจคนเข้าเมืองแห่งชาติ (Thailand Immigration System: TIS) ซึ่งเป็นการควบรวมระบบและฐานข้อมูลการตรวจคนเข้าเมืองทั้งประเทศให้มีมาตรฐาน เพื่อเพิ่มประสิทธิภาพในการคัดกรองคนเข้าเมือง พร้อมกันนี้ ผู้แทนไทยได้เน้นย้ำถึงความพยายามและการดำเนินการของไทยในการประชาสัมพันธ์ให้นักธุรกิจไทยในต่างประเทศสมัคร APEC Business Travel Card (ABTC) ผ่านช่องทางต่าง ๆ ของกรมการกงสุล และสถานเอกอัครราชทูตและสถานกงสุลใหญ่ไทยในต่างประเทศ เพื่อส่งเสริมความเชื่อมโยงระหว่างเขตเศรษฐกิจเอเปค
คณะผู้แทนฝ่ายไทยร่วมศึกษาดูงานที่ท่าอากาศ ยานนานาชาติไป่หยุน (Guangzhou Baiyun International Airport) ซึ่งเป็นท่าอากาศยานขนาดใหญ่ที่มีขีดความสามารถรองรับผู้โดยสารมากกว่า 120 ล้านคนต่อปี และรองรับปริมาณการขนส่งสินค้า 3.8 ล้านตันต่อปี โดยในปี 2568 สนามบินได้เปิดใช้อาคารผู้โดยสารหลังที่ 3 (Terminal 3) ซึ่งมีพื้นที่กว้างขวางและมีศักยภาพสูงในการรองรับการให้บริการผู้โดยสาร โดยเฉพาะเที่ยวบินภายในประเทศ พร้อมทั้งติดตั้งระบบตรวจคัดกรองความปลอดภัยที่ทันสมัย และจัดให้มีพื้นที่อำนวยความสะดวกสำหรับผู้โดยสาร อาทิ ลานชมเครื่องบินแบบเปิดโล่ง
นอกจากนี้ รองอธิบดีกรมการกงสุลได้พบหารือกับนายกาจฐิติ วิวัธวานนท์ กงสุลใหญ่ ณ นครกว่างโจว และข้าราชการสถานกงสุลใหญ่ฯ ที่ทำเนียบกงสุลใหญ่ เรื่องการให้บริการด้านการกงสุล การดูแลคนไทยในนครกว่างโจว
DDG of Consular Affairs presents Thailand's immigration development at the APEC meeting in Guangzhou, the People's Republic of China
On 3 February 2026, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs led a Thai delegation, consisting of Mr. Sunh Arunrugstichai, Director of the Visas and Travel Documents Division and Asst. Professor Dr. Pratit Santiprabhob. Advisor of MFA on ABTC, to participate in the 1st Business Mobility Group (BMG) Meeting of 2026 on the second day as part of the First APEC Senior Officials’ Meeting (SOM 1), in Guangzhou, the People's Republic of China.
In the meeting, economies discussed the Terms of Reference (TOR) of the BMG and shared up-to-date information on immigration management, including the use of new technologies to enhance security and border control.
Thailand provided updates on key developments of the Immigration Bureau, including the implementation of the Thailand Digital Arrival Card (TDAC), the use of auto channels at major international airports, and progress on the Thailand Immigration System (TIS), which integrates nationwide immigration systems and databases to enhance screening efficiency. The Thai delegation also highlighted efforts to promote the APEC Business Travel Card (ABTC) among Thai businesspersons overseas in order to enhance connectivity among APEC economies.
As part of the programme, the Thai delegation participated in a site visit to Guangzhou Baiyun International Airport, a major international airport with the capacity to handle over 120 million passengers and 3.8 million tons of cargo annually. In 2025, the airport commenced operation of Terminal 3, which offers extensive space and high capacity for passenger services, particularly domestic flights, and is equipped with advanced security screening systems and passenger amenities, including an open-air observation deck.
Following the meeting, the Deputy Director-General met with Mr. Kajtiti Wiwatwanont, Consul-General in Guangzhou, and officials of the Consulate-General to exchange views on consular services for Thai nationals in Guangzhou.
