เมื่อวันที่ 25 มิถุนายน 2569 นางสาวอุทุมพร อำไพวิทย์ อัครราชทูต ณ กรุงไคโร ปฏิบัติราชการทางกรมการกงสุล เป็นประธานกล่าวเปิดการสัมมนาเพื่อสร้างการรับรู้เกี่ยวกับการเข้าเป็นภาคีอนุสัญญากรุงเฮกว่าด้วยการยกเลิกข้อกำหนดการนิติกรณ์สำหรับเอกสารมหาชนระหว่างประเทศ หรืออนุสัญญา Apostille แก่หน่วยงานในส่วนภูมิภาค สถาบันการศึกษา ภาคเอกชนและประชาชน ณ โรงแรม ลากูน่า แกรนด์ โฮเทล แอนด์ สปา จังหวัดสงขลา โดยมีวัตถุประสงค์เพื่อสร้างการรับรู้เกี่ยวกับการนิติกรณ์เอกสารแบบ Apostille รวมทั้งประโยชน์ที่ภาครัฐ ภาคเอกชนและประชาชน จะได้รับจากการเข้าร่วมเป็นภาคีอนุสัญญาฯ โดยมีผู้เข้าร่วมกว่า 50 คน
ในการสัมมนาครั้งนี้ วิทยากรจากกรมการกงสุลและกรมการปกครองได้ให้ข้อมูลเกี่ยวกับภาพรวมความเป็นมาของอนุสัญญา Apostille และบทบาทของกรมการกงสุลในฐานะหน่วยงานผู้มีอำนาจ (Competent Authority) รวมถึงประโยชน์และแนวทางการเตรียมความพร้อมของภาคส่วนต่าง ๆ ที่เกี่ยวข้องในการรับ - ออกเอกสารมหาชนต่างประเทศเมื่อไทยเข้าเป็นภาคีอนุสัญญาฯ โดยสมบูรณ์
นอกจากนี้ ในวันที่ 30 มิถุนายน 2569 ผู้แทนกรมการกงสุลจะร่วมเป็นสักขีพยานในพิธีการยื่นภาคยานุวัตรสารต่อกระทรวงการต่างประเทศเนเธอร์แลนด์ ในฐานะผู้เก็บรักษา โดยคาดว่าอนุสัญญาฯ จะมีผลบังคับใช้กับไทยโดยสมบูรณ์ภายในช่วงต้นปี 2570 ซึ่งการเข้าเป็นภาคีอนุสัญญาฯ จะเป็นการช่วยอำนวยความสะดวกในการใช้เอกสารมหาชนระหว่างประเทศ ผ่านการลดขั้นตอนนิติกรณ์เอกสาร จะช่วยส่งเสริมการทำธุรกรรมระหว่างไทยกับประเทศภาคีอนุสัญญาฯ

On 25 June 2026 at the Laguna Grand Hotel and Spa, Ms. Utoomporn Ampaivit, Minister attached to the Department of Consular Affairs, presided over the regional Seminar on the Preparation for the Accession to the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents (Apostille Convention), attended by more than 50 representatives from government agencies and private sectors, educational institutions, and the general public in Songkla Province. This seminar was intended to raise awareness of a new legalization process under the Apostille Convention, as well as to highlight the benefits that it would have on all relevant sectors.
During the seminar, representatives from the Department of Consular Affairs and the Department of Provincial Administration provided a thorough information on a background of the Apostille Convention, role of the Department of Consular Affairs as the Competent Authority, as well as the benefits of Thailand’s accession to the Convention on various sectors and operational guidelines for relevant agencies upon Thailand’s full accession to the Convention
In this regard, on 30 June 2026, representatives of the Department of Consular Affairs will be joining a ceremony marking Thailand’s deposit of the Instrument of Accession to the Apostille Convention, of which is expected to enter into force in the early of 2026. This endeavor will facilitate the use of foreign public documents by shortened the legalization process, further strengthening Thailand’s connectivity with the global are in all aspects.
