เมื่อวันที่ 19 - 23 กุมภาพันธ์ 2569 นางวรพรรณี ดำรงมณี รองอธิบดีกรมการกงสุล นำคณะกรมการกงสุล พร้อมผู้แทนจากสำนักงบประมาณ และบริษัทไปรษณีย์ไทย จำกัด เดินทางไปราชการ ณ กรุงโตเกียว ประเทศญี่ปุ่น เพื่อถอดบทเรียนการจัดการเลือกตั้งและการออกเสียงประชามตินอกราชอาณาจักร และหารือกับหน่วยงานญี่ปุ่นที่เกี่ยวข้องเกี่ยวกับแนวทางความร่วมมือในการแก้ไขปัญหาคนไทยพำนักและทำงานอย่างผิดกฎหมายในญี่ปุ่น
ในห้วงการเดินทางดังกล่าว คณะฯ ได้เข้าเยี่ยมคารวะนายวิชชุ เวชชาชีวะ เอกอัครราชทูต ณ กรุงโตเกียว เพื่อประชุมแลกเปลี่ยนความคิดเห็นเกี่ยวกับการจัดการเลือกตั้งและการออกเสียงประชามตินอกราชอาณาจักร ซึ่งจะเป็นประโยชน์ในการบูรณาการแผนงานและปรับปรุงภารกิจการจัดการเลือกตั้งและออกเสียงประชามติในอนาคต
คณะกรมการกงสุลยังได้หารือกับผู้แทนกองบัญชาการตำรวจนครบาลโตเกียว (Tokyo Metropolitan Police Department) และสำนักงานตรวจคนเข้าเมืองโตเกียว (Tokyo Regional Immigration Services Bureau) ณ สถานเอกอัครราชทูต ณ กรุงโตเกียว เพื่อแลกเปลี่ยนข้อคิดเห็นเกี่ยวกับสถานการณ์ การดำเนินงาน และแนวทางเสริมสร้างความร่วมมือระหว่างทั้งสองฝ่ายเพื่อแก้ไขปัญหาคนไทยพำนักและทำงานอย่างผิดกฎหมายในญี่ปุ่นอย่างมีประสิทธิภาพมากขึ้น
ในโอกาสนี้ รองอธิบดีกรมการกงสุลได้พบปะผู้แทนชุมชนชาวไทยในญี่ปุ่นที่มีบทบาทสำคัญในการประชาสัมพันธ์และช่วยงานด้านกงสุลให้กับสถานเอกอัครราชทูต ณ กรุงโตเกียว มาอย่างต่อเนื่อง เพื่อขอบคุณและรับฟังข้อคิดเห็นเกี่ยวกับการให้ความช่วยเหลือคนไทยในญี่ปุ่น รวมทั้งย้ำถึงความสำคัญของการสร้างชุมชนไทยที่เข้มแข็งในญีปุ่น โดยกรมการกงสุลและสถานเอกอัครราชทูต ณ กรุงโตเกียว พร้อมที่จะให้การสนับสนุนการดำเนินงานขององค์กร/สมาคมของชาวไทยในญี่ปุ่นต่อไป
The Department of Consular Affairs Visits Japan to Strengthen Cooperation on Addressing Overstay Issues and to Draw Lessons Learned from the Management of Overseas Voting
During 19-23 February 2026, Mrs. Worraphannee Damrongmanee, Deputy Director-General of the Department of Consular Affairs, led a delegation from the Department of Consular Affairs, together with representatives from the Bureau of the Budget and Thailand Post Company Limited, on an official visit to Tokyo, Japan. The visit aimed to draw lessons learned from the management of overseas voting and referendum, as well as to discuss with relevant Japanese authorities ways to enhance cooperation in addressing the issue of Thai nationals overstaying and working illegally in Japan.
During the visit, the delegation paid a courtesy call on H.E. Mr. Witchu Vejjajiva, Ambassador of Thailand to Tokyo, to exchange views on the management of overseas voting and referendum. The key takeaways will be compiled and integrated into future work plans in order to enhance the management of overseas voting and referendum in the future.
The delegation also met with representatives of the Tokyo Metropolitan Police Department (MPD) and the Tokyo Regional Immigration Services Bureau at the Royal Thai Embassy, Tokyo, to exchange views on the current situation, trends, and other possible cooperation to address the issue of Thai nationals overstaying and working illegally in Japan more effectively.
On this occasion, the Deputy Director-General also met with representatives of the Thai community in Japan who play an important role in supporting the Embassy with consular works. The meeting was held to express appreciation and gather feedback regarding assistance for Thai nationals in Japan. The Deputy Director-General underscored the importance of building a strong Thai community in Japan, reaffirming that both the Department of Consular Affairs and the Embassy remain fully committed to supporting the activities of Thai organizations and associations in Japan.
