เมื่อวันที่ 22 - 24 กันยายน 2569 นายอำนาจ พละพลีวัลย์ รองอธิบดีกรมการกงสุล นำคณะผู้แทนเข้าร่วมการประชุม ICAO Traveller Identification Programme (TRIP) ครั้งที่ 21 ณ สำนักงานใหญ่ องค์การการบินพลเรือนระหว่างประเทศ เมืองมอนทรีออล ประเทศแคนาดา การประชุม TRIP ครั้งที่ 21 จัดขึ้นภายใต้หัวข้อ “Putting Trust into Practice: Towards Trusted Travel Identity for All” โดยในห้วงการประชุม คณะได้รับฟังการนำเสนอจากผู้เชี่ยวชาญเกี่ยวกับแนวทางการบูรณาการกลไกต่าง ๆ อาทิ เอกสารเดินทางดิจิทัล (Digital Travel Credential: DTC) หนังสือเดินทางอิเล็กทรอนิกส์ (e-Passport) และระบบข้อมูลชีวมาตร เพื่อผลักดันการอำนวยความสะดวกการเดินทางข้ามแดนอย่างไร้รอยต่อ รวมถึงรับฟังการนำเสนอจากบริษัทชั้นนำเกี่ยวกับพัฒนาการของเทคโนโลยี อาทิ ระบบอัตโนมัติในการตรวจสอบความถูกต้องแท้จริงของหนังสือเดินทางและการตรวงลงตรา และระบบดิจิทัลในตรวจสอบ/คัดกรองผู้โดยสารที่ลงทะเบียนล่วงหน้าก่อนเดินทาง
นอกจากนี้ คณะฯ เข้าเยี่ยมคารวะนาย Juan Carlos Salazar เลขาธิการองค์การการบินพลเรือนระหว่างประเทศ และหารือเกี่ยวกับบทบาทของไทยภายใต้กรอบ ICAO รวมถึงข้อเสนอแนะและแนวทางการพัฒนาโครงการหนังสือเดินทางอิเล็กทรอนิกส์ ระยะที่ 4 ของไทย
องค์การการบินพลเรือนระหว่างประเทศ (International Civil Aviation Organization: ICAO) เป็นทบวงการชำนัญพิเศษภายใต้สหประชาชาติ ที่มีขอบเขตและอำนาจหน้าที่ในการออกกฎระเบียบและมาตรฐานต่าง ๆ ด้านการบินพลเรือน โดยการประชุม TRIP เป็นการประชุมประจำปีและเป็นเวทีสำหรับรายงานความก้าวหน้าของเทคโนโลยีเกี่ยวกับการเดินทางระหว่างประเทศ โดยครอบคลุมประเด็นที่เป็นประโยชน์ต่อภารกิจของกรมการกงสุลหลายด้าน โดยเฉพาะการพัฒนางานหนังสือเดินทางและมาตรการตรวจคนเข้าเมือง

Deputy Director-General of the Department of Consular Affairs led a delegation to attend the 21st ICAO Traveller Identification Programme (TRIP) Symposium
During 22–24 September 2026, Mr. Amnat Phalapleewan, Deputy Director-General of the Department of Consular Affairs, led a delegation to attend the 21st International Civil Aviation Organization Traveller Identification Programme (TRIP) Symposium at the headquarters of the International Civil Aviation Organization in Montreal, Canada.
The 21st TRIP Symposium is held under the theme "Putting Trust into Practice: Towards Trusted Travel Identity for All.” During the event, experts shared strategic approaches to integrating critical mechanisms—including Digital Travel Credentials (DTC), electronic passports (ePassports), and biometric data systems—to enhance the seamless facilitation of cross-border travel. Furthermore, industry-leading companies presented cutting-edge technological advancements, such as automated systems for verifying passport and visa authenticity, alongside digital screening solutions for pre-registered passengers.
On this occasion, the delegation also paid a courtesy call on Mr. Juan Carlos Salazar, Secretary General of the ICAO. The discussion focused on Thailand's ongoing contributions to the framework, as well as recommendations and development strategies for Phase IV of Thailand's ePassport project.
The International Civil Aviation Organization (ICAO) is a specialized agency under the United Nations mandated to establish regulations and standards for civil aviation. The annual TRIP Symposium serves as a forum for reporting on technological advancement in international travel. This global platform addresses key areas beneficial to the missions of the Department of Consular Affairs, particularly in developing of passports and enhancing border control measures.
