เมื่อวันที่ 19 กันยายน 2569 นายอำนาจ พละพลีวัลย์ รองอธิบดีกรมการกงสุล เป็นประธานกล่าวเปิด “การสัมมนาเพื่อสร้างการรับรู้และแนวทางปฏิบัติงานแก่บุคลากรของกรมการกงสุลเกี่ยวกับการเข้าเป็นภาคีอนุสัญญา Apostille ของไทย” ณ โรงแรมมิราเคิล แกรนด์ คอนเวนชั่น กรุงเทพฯ โดยมีข้าราชการและเจ้าหน้าที่จากกองสัญชาติและนิติกรณ์ กรมการกงสุล และสำนักงานสาขาทั่วประเทศเข้าร่วมจำนวนกว่า 120 คน ถือเป็นการสัมมนาครั้งแรกที่เจ้าหน้าที่ผู้ปฎิบัติงานของกรมการกงสุลเข้าร่วม
การสัมมนาดังกล่าวมีวัตถุประสงค์เพื่อเสริมสร้างความรู้ความเข้าใจเกี่ยวกับระบบการนิติกรณ์เอกสารแบบ Apostille ตลอดจนแนวทางการปฏิบัติงานด้านนิติกรณ์เอกสารของบุคลากรภายหลังไทยเข้าเป็นภาคีอนุสัญญา Apostille เมื่อวันที่ 30 มิถุนายน 2569 และการรับฟังข้อคิดเห็นและข้อเสนอแนะจากผู้ที่ปฏิบัติงานจริง เพื่อนำไปพัฒนาการให้บริการนิติกรณ์เอกสารในรูปแบบ Apostille โดยมีการบรรยายใน 3 หัวข้อ ได้แก่ (1) การทำความรู้จักกับอนุสัญญา Apostille และประโยชน์ของการเข้าเป็นภาคีอนุสัญญาของไทย และ (2) แนวทางการปฏิบัติงานด้านนิติกรณ์เอกสารของบุคลากรภายหลังไทยเริ่มนิติกรณ์เอกสารรูปแบบ Apostille ตั้งแต่วันที่ 28 กุมภาพันธ์ 2570 นอกจากนี้ ในช่วงท้ายของการสัมมนาฯ ได้จัดการประชุมเชิงปฏิบัติการ (workshop) เพื่อเตรียมความพร้อมบุคคลากรของหน่วยงานให้รับรองเอกสารรูปแบบใหม่
การเข้าเป็นภาคีอนุสัญญา Apostille จะช่วยอำนวยความสะดวกให้แก่ประชาชนในการใช้เอกสารมหาชนระหว่างประเทศด้วยการลดขั้นตอนการนิติกรณ์เอกสาร ทำให้การดำเนินธุรกรรม การศึกษา การทำงาน และการติดต่อราชการระหว่างประเทศไทยกับประเทศภาคีกว่า 129 ประเทศ เป็นไปอย่างรวดเร็ว มีประสิทธิภาพ และเอื้อต่อการส่งเสริมความร่วมมือระหว่างประเทศในด้านต่าง ๆ มากยิ่งขึ้น

On 19 September 2026, Mr. Amnat Phalapleewan, Deputy Director-General of the Department of Consular Affairs, presided over the opening of a seminar to raise awareness and establish operational guidelines for officials regarding Thailand’s accession to the Apostille Convention. Held at the Miracle Grand Convention Hotel in Bangkok, the seminar was attended by more than 120 officials and staff members from the Legalization Division of the Department of Consular Affairs and its 9 branch offices across Thailand. This was the first seminar specifically organized for officials responsible for legalization, aiming to prepare them for the implementation of the Apostille system following Thailand’s accession to the convention.
The seminar aimed to enhance knowledge and understanding of the Apostille system, as well as provide guidance on procedures and practices for document legalization after Thailand’s accession. It also provided an opportunity for officials directly involved in legalization to exchange views and share practical experiences, with the goal of incorporating their feedback and recommendations into the development of effective, practical legalization services in the near future.
The event featured presentations on key topics, including (1) “Introduction to the Apostille Convention and the Benefits of Thailand’s Accession” and (2) “Operational Guidelines for Document Legalization Following Thailand’s Accession to the Apostille Convention.” In addition, a workshop titled “Implementation of Legalization under the Apostille System” was organized to further enhance participants’ understanding and prepare officials for practical hands-on services.
Thailand’s accession to the Apostille Convention will facilitate the international use of public documents by reducing the steps and administrative burdens involved in document legalization. This will make cross- border transactions more efficient, and promote broader international cooperation.
Thailand will become a full Contracting Party to the Apostille Convention on 28 February 2027. This milestone marks a significant step forward for Thailand’s legalization services, making them more convenient, efficient, and closely aligned with international standards for utilizing public documents abroad.
