เมื่อวันที่ 20 สิงหาคม 2569 นางสาวนภามาศ ปัญญาตรง หัวหน้าสำนักงานหนังสือเดินทางฯ เชียงใหม่ พร้อมด้วยนางสาวนวรัตน์ ตุ่นทอง นักจัดการงานทั่วไปประจำสำนักงานฯ เข้าร่วมการประชุมเปิดตัวโครงการวิจัยภายใต้แผนบูรณาการการวิจัยและการจัดการปัญหาสารปนเปื้อนโลหะหนักในลุ่มน้ำกก มหาวิทยาลัยเชียงใหม่ (มช.) ที่หอประชุมองค์การบริหารส่วนตำบลท่าตอน อำเภอแม่อาย จังหวัดเชียงใหม่ โดยมีศาสตราจารย์ ดร.นพ.พงษ์รักษ์ ศรีบัณฑิตมงคล อธิการบดี มช. กล่าวเปิด รองศาสตราจารย์ ดร.วินิตา บุณโยดม รองอธิการบดี มช. และประธานคณะทำงานแผนงานบูรณาการด้านการแก้ไขปัญหาสารปนเปื้อนมลพิษทางน้ำ กล่าวรายงานเกี่ยวกับโครงการ CMU River Watch รองเจ้าอาวาสวัดท่าตอนกล่าวต้อนรับ นายศิวดร บัวป้อง รองผู้ว่าราชการจังหวัดเชียงใหม่ กล่าวถึงการสนับสนุนของจังหวัด และมีคณะทำงานฯ ภาควิชาการ องค์การบริหารส่วนท้องถิ่น หัวหน้าส่วนราชการ ภาคเอกชน สื่อ ภาคประชาสังคม และชุมชนในพื้นที่ รวมถึงวิศวกรชาวญี่ปุ่นจากองค์การพัฒนาอุตสาหกรรมแห่งสหประชาชาติ (United Nations Industrial Development Organization: UNIDO) และเครือข่าย Asia Arsenic Network (AAN) ที่จัดตั้งขึ้นเพื่อแก้ไขปัญหาการปนเปื้อนของสารหนู (Arsenic) ในแหล่งน้ำของญี่ปุ่น เข้าร่วมประชุม

มหาวิทยาลัยเชียงใหม่จัดทำแผนงานบูรณาการด้านการแก้ไขปัญหาสารปนเปื้อนมลพิษทางน้ำ เพื่อมุ่งผลักดันทุกภาคส่วนในพื้นที่และจังหวัดให้ร่วม (1) เรียนรู้การเก็บตัวอย่างน้ำอย่างถูกต้องและครอบคลุมทุกพื้นที่ (2) ตรวจสอบที่มาและสถานการณ์ของสารปนเปื้อน (3) ศึกษาผลกระทบต่อสัตว์น้ำ พืชอาหาร ผิวดิน ใต้ดิน ตะกอนท้องน้ำ และความเสี่ยงในการเกิดภัยพิบัติจากธรรมชาติที่ถูกทำลาย (4) ประเมินความปลอดภัยในการอุปโภค บริโภค สุขภาพประชาชน ภาคการเกษตรและประมง ไปจนถึงผลกระทบต่อการท่องเที่ยว โดยจะจัด zoning เพื่อความสะดวกในการจัดการต่อไป (5) ประเมินกลุ่มเสี่ยงและกลุ่มเปราะบางจากระดับของผลที่ได้รับเมื่อเกิดความเสียหาย (6) ระดมสมองเพื่อหาแนวทางช่วยเหลือ แก้ไข และป้องกันปัญหา ซึ่งรวมถึงการบำบัดน้ำก่อนนำมาใช้ การรักษาสุขภาพ การให้ความรู้เกี่ยวกับความเสี่ยง การฟื้นฟูเศรษฐกิจชุมชน และการพัฒนาคุณภาพชีวิตของคนในพื้นที่ (7) เฝ้าระวังและรายงานความคืบหน้าของสถานการณ์อย่างต่อเนื่อง พร้อมส่งตัวอย่างน้ำไปตรวจสอบระดับความปนเปื้อนที่ มช. และ (ส่งต้นแบบให้ท้องถิ่นดำเนินการต่อร่วมกับชุมชน โดยมีการสนับสนุนจากหน่วยงานที่เกี่ยวข้องในจังหวัด เพื่อให้พื้นที่สามารถบริหารจัดการน้ำและดูแลสุขภาพได้อย่างยั่งยืน

On 20 August 2026, Ms. Napamas Panyatrong, Chief of Chiang Mai Passport Office, together with Ms. Nawarat Tunthong, General Administrative Officer, participated in the kick-off meeting of the Integrated Research Project for Management of Heavy Metal Contamination in Kok River Basin, Chiang Mai University (CMU) at the Auditorium Hall of Tha Ton Sub-District Administrative Organisation, Mae Ai district, Chiang Mai province. Professor Pongruk Sribanditmongkol, M.D., Ph.D., CMU President, delivered opening remarks; Associate Professor Dr. Winita Punyodom, CMU Vice Present and Chairperson of the Collaboration Plan Working Group to address Contaminated Water Pollution, presented about the CMU River Watch project; Deputy Abbot of Wat Tha Ton delivered welcoming remarks; Mr. Sivakorn Buapong, Deputy Governor of Chiang Mai, underscored the province’s support; while in attendance were members of the working group, academia, local authorities, chiefs of provincial agencies, the private sector, media, civil society, local communities, as well as Japanese engineers from United Nations Industrial Development Organization (UNIDO) and Japan’s Asia Arsenic Network (AAN).

Chiang Mai University established the collaboration plan to address contaminated water pollution with an aim to support all sectors in affected areas and the province to jointly (1) learn how to collect water samples correctly and across all areas; (2) verify sources and a situation of the contamination; (3) assess impact on water animals, food plants, topsoil, subsoil, substrate, and natural disaster risk level from damaged nature; (4) evaluate the safety of water consumption, people’s health, agricuture and fishing sectors, as well as impact on tourism, by determining a zoning system to facilitate management; (5) identify at risk and vulnerable groups from the impact level once damaged; (6) brainstorm ways to assist, resolve and prevent problems, including purifying water before use, monitoring health, educating people about risks, reviving local economy, and uplifting local people’s living standards; (7) consistently monitor and report progress of the situation, and send water samples to test contamination level at CMU; and (forward the model to local authorities and communities to further implement with support from relevant provincial agencies, so that the locals can sustainably manage their water contamination and maintain good health.
