เมื่อวันที่ 18 สิงหาคม 2569 นางสาวนภามาศ ปัญญาตรง หัวหน้าสำนักงานหนังสือเดินทางฯ เชียงใหม่ ร่วมกับคณะของหลักสูตรนักบริหารการทูต (นบท.) รุ่นที่ 17 ประจำปี 2569 ซึ่งนำโดยนายชูชาติ จิโรจน์กุล ผู้อำนวยการสถาบันการต่างประเทศเทวะวงศ์วโรปการ รับฟังการบรรยายในประเด็น “การพัฒนาจังหวัดเชียงใหม่ด้วยวิทยาศาสตร์ วิจัย และนวัตกรรม และการจัดการด้านสิ่งแวดล้อมเพื่อรับมือกับปัญหาฝุ่นละอองขนาดเล็ก (PM 2.5)” โดยนายนักปราชญ์ ไชยานนท์ หัวหน้าสำนักงานจังหวัดเชียงใหม่ ในฐานะผู้แทนของผู้ว่าราชการจังหวัดเชียงใหม่ ที่ศาลากลางจังหวัดเชียงใหม่

หัวหน้าสำนักงานจังหวัดเชียงใหม่เล่าถึงแผนพัฒนาจังหวัดเชียงใหม่ในระยะหนึ่งปี ห้าปี และ 20 ปี โดยปรับใช้ความก้าวหน้าด้านวิทยาศาสตร์ การวิจัย เทคโนโลยี และนวัตกรรมในมิติต่าง ๆ โดยเฉพาะในการเกษตร การท่องเที่ยว และสิ่งแวดล้อม โดยเน้นการเพิ่มมูลค่าสินค้า การปรับปรุงโครงสร้างพื้นฐานและการคมนาคมขนส่ง การวางผังเมือง การใช้พลังงานทางเลือก การรับมือกับการเปลี่ยนแปลงสภาพภูมิอากาศ การสร้างศูนย์การแพทย์และสุขภาพ และการกระจายรายได้สู่ชุมชนอย่างต่อเนื่อง โดยยังคงรักษาวัฒนธรรม ภูมิปัญญาท้องถิ่น ความปลอดภัย ความสงบเงียบ รวมถึงจัดการกับปัญหามลพิษทางอากาศในฤดูแล้งและป้องกันอาชญากรรมข้ามชาติ เพื่อความเป็นอยู่ที่ดีของคนในพื้นที่

หลักสูตรนักบริหารการทูต (นบท.) จัดโดยสถาบันการต่างประเทศเทวะวงศ์วโรปการ เพื่อเตรียมความพร้อมแก่กลุ่มข้าราชการกระทรวงการต่างประเทศและหน่วยงานที่มีภารกิจด้านการต่างประเทศที่จะก้าวสู่ตำแหน่งบริหาร ให้มีความรู้ความสามารถและวิสัยทัศน์ทันต่อการเปลี่ยนแปลงของบริบทโลกปัจจุบัน ทั้งยังส่งเสริมความร่วมมือระหว่างหน่วยงานเพื่อบูรณาการการทำงานอย่างเป็นเอกภาพในการขับเคลื่อนภารกิจด้านการต่างประเทศของไทยและรักษาผลประโยชน์ของไทยในเวทีระหว่างประเทศ

On 18 August 2026, Ms. Napamas Panyatrong, Chief of Chiang Mai Passport Office, joined the 17th batch of Foreign Affairs Executive Program 2026 delegation led by Mr. Chuchart Jirojkul, Director of the Devawongse Varopakarn Institute of Foreign Affairs (DVIFA), in a lecture on “Chiang Mai provincial development through science, research and innovation, and environmental management to address PM 2.5 challenges” by Mr. Nakprat Chaiyanon, Chief of the Chiang Mai Governor's Office, as a representative of the Governor, at Chiang Mai Civic Center.

The Chief of the Chiang Mai Governor's Office briefed the delegation about the province’s annual, 5-year and 20-year development plans with an application of advancement in science, research, technology and innovation across different dimensions, especially in agriculture, tourism and environment. He said that these plans focus on adding value to products, improvement of infrastructure and transport, city planning, use of alternative energy, establishment of medical amd wellness centers, as well as continual income distribution to local communities, while still maintaining cultures, local wisdom, safety and serenity. Concurrently, the province has also been addressing air pollution challenges in dry seasons and preventing transnational crime for the well-being of people in the areas.

The Foreign Affairs Executive Program has been organised by the DVIFA to prepare groups of officials from the Ministry of Foreign Affairs and other agencies with missions related to foreign affairs, who are eligible to become an executive, to be ready and acquire knowledge, capability and vision to stay abreast of changes in the current global context. The program is also aimed to promote collaboration between agencies to work in unity in advancing Thailand’s foreign affairs missions and safeguarding the country’s benefits on the international stage.
