เมื่อวันที่ 14 สิงหาคม 2569 นางสาวนภามาศ ปัญญาตรง หัวหน้าสำนักงานหนังสือเดินทางฯ เชียงใหม่ เข้าร่วมพิธีเปิดการประชุมวิชาการนานาชาติว่าด้วยพม่า/เมียนมาศึกษา ครั้งที่ 5 ซึ่งศูนย์ภูมิภาคด้านสังคมศาสตร์และการพัฒนาอย่างยั่งยืน คณะสังคมศาสตร์ มหาวิทยาลัยเชียงใหม่ จัดขึ้นระหว่างวันที่ 14 - 16 สิงหาคม 2569 ที่อาคารสำนักบริการวิชาการ มหาวิทยาลัยเชียงใหม่ ภายใต้หัวข้อหลัก "Between Crisis & Possibility: Voices for Myanmar’s Transformation” เพื่อเป็นเวทีระดับนานาชาติสำหรับนักวิชาการ นักวิจัย และภาคประชาสังคมในการแลกเปลี่ยนและวิเคราะห์ความเปลี่ยนแปลงทางสังคม การเมือง และสิ่งแวดล้อมในเมียนมา โดยมี ผศ. ดร.ธัญญานุภาพ อานันทนะ รองอธิการบดีมหาวิทยาลัยเชียงใหม่ กล่าวต้อนรับ ศาสตราจารย์พิเศษ ดร.สุรเกียรติ์ เสถียรไทย นายกสภามหาวิทยาลัยเชียงใหม่ กล่าวเปิด และ ดร.ชยันต์ วรรธนะภูติ ผู้ก่อตั้งและอดีตผู้อำนวยการศูนย์ภูมิภาคเพื่อสังคมศาสตร์และการพัฒนาที่ยั่งยืน กล่าวอารัมภบท

การประชุมในปีนี้เน้นการวิเคราะห์วิกฤตการณ์รอบด้านในเมียนมาและการหาทางออกร่วมกัน โดยแบ่งการหารือออกเป็น 3 ประเด็นหลัก ได้แก่ (1) แนวทางในอนาคตสำหรับชายแดนไทย - เมียนมา โดยเน้นการดำเนินการด้านมนุษยธรรม ความท้าทายข้ามพรมแดน ปัญหาสุขภาพชายแดน และการตอบสนองระดับภูมิภาคที่เป็นรูปธรรม (2) การย้ายถิ่นฐานจากเมียนมาในเอเชียตะวันออกเชียงใต้ โดยเน้นความท้าทายที่เกี่ยวข้อง ผลกระทบต่อสังคมเจ้าบ้าน และการพัฒนาการให้ความช่วยเหลือในระยะยาว และ (3) อุตสาหกรรมเหมืองแร่ ห่วงโซ่อุปทานโลก และมลพิษทางน้ำข้ามพรมแดน โดยเน้นการทำเหมืองแร่ในเมียนมา เทคโนโลยีพลังงานสะอาด และผลกระทบด้านสิ่งแวดล้อมต่อชุมชนในเมียนมา นอกจากนี้ ภายในงานยังมีกิจกรรมคู่ขนานอื่น ๆ อาทิ นิทรรศการภาพถ่าย งานเปิดตัวหนังสือ การฉายภาพยนตร์สั้นและสารคดี รวมถึงเสวนาพิเศษ

On 14 August 2026, Ms. Napamas Panyatrong, Chief of Chiang Mai Passport Office, participated in the 5th International Conference on Burma/Myanmar Studies (ICBMS5), which is hosted by the Regional Center for Social Science and Sustainable Development (RCSD), Faculty of Social Sciences, Chiang Mai University, from 14 - 16 August 2026 at the UNISERVE building, Chiang Mai University, under the theme "Between Crisis & Possibility: Voices for Myanmar’s Transformation.” The event is organized to be an international platform for academia, researchers and the civil society to exchange and analyse social, political and environmental changes in Myanmar, whereby Assistant Professor Dr. Tanyanuparb Anantana, Vice President of Chiang Mai University, delivered welcoming remarks, Professor Dr. Surakiart Sathirathai, President of the University Council, Chiang Mai University, delivered opening remarks, and Dr. Chayan Vaddhanaphuti, RCSD Founding Director, delivered introductory remarks.

This year’s conference focuses on analyses of all-round crisis in Myanmar and collaborative problem solving. Discussions are divided into 3 main issues, which are (1) Way Forward for the Thai - Myanmar Border with focuses on humanitarian implementation, transnational challenges, border health situations and practical regional responses; (2) Migration from Myanmar in Southeast Asia with focuses on related challenges, implications for host societies and long-term assistance development; and (3) Mining Industry, Global Supply Chain and Transboundary Water Pollution with focuses on mining in Myanmar, clean energy technologies and environmental impact on communities in Myanmar. In addition, the conference also features side events, including photography exhibitions, book launches, short film and documentary screenings, as well as special talks.

The ICBMS is considered a track II and track III meeting offering a platform for scholars, academic researchers, opinion leaders, civil societies, NGOs and local agencies to exchange views in a safe space for community participation, with an objective to promote understanding and find solutions without political pressure.
