เมื่อวันที่ 3 - 5 มีนาคม 2569 นางวรพรรณี ดำรงมณี รองอธิบดีกรมการกงสุลและคณะได้เข้าร่วมการประชุมสามัญประจำปีของสภาที่ปรึกษาด้านกิจการและนโยบาย (Council of General Affairs and Policy: CGAP) ของประเทศสมาชิกที่ประชุมกรุงเฮกว่าด้วยกฎหมายระหว่างประเทศแผนกคดีบุคคล (Hague Conference on Private International Law: HCCH) ประจำปี ค.ศ. 2026 ณ กรุงเฮก ราชอาณาจักรเนเธอร์แลนด์ ซึ่งเป็นเวทีสำหรับประเทศสมาชิกแลกเปลี่ยนข้อคิดเห็นเชิงนโยบายและท่าทีต่อประเด็นร่วมสมัยที่เกี่ยวข้องกับการบังคับใช้กฎหมายระหว่างประเทศ

​​ในโอกาสนี้ รองอธิบดีวรพรรณี ได้แจ้งต่อที่ประชุมฯ ถึงพัฒนาการของไทยในการเข้าเป็นภาคีอนุสัญญาว่าด้วยการยกเลิกข้อกำหนดของการนิติกรณ์สำหรับเอกสารมหาชนต่างประเทศ หรือ อนุสัญญา Apostille ว่า เมื่อวันที่ 9 ธันวาคม 2568 คณะรัฐมนตรีได้มีมติเห็นชอบให้ไทยเข้าเป็นภาคีอนุสัญญาฯ แล้ว โดยปัจจุบันหน่วยงานที่เกี่ยวข้องของไทยบางส่วนอยู่ระหว่างการแก้ไขระเบียบภายในให้สอดคล้องกับการปฏิบัติตามพันธกรณีภายใต้อนุสัญญาฯ โดยรองอธิบดีฯ ยังได้เน้นย้ำความมุ่งมั่นของไทยในการเสริมสร้างความพร้อมในทุกด้าน และการเร่งประชาสัมพันธ์เพื่อให้ทุกภาคส่วนมีความเข้าใจถึงประโยชน์ที่ไทยจะได้รับจากการเข้าร่วมเป็นภาคีอนุสัญญาดังกล่าว ทั้งนี้ คาดว่าไทยจะสามารถเข้าร่วมเป็นภาคีอนุสัญญาฯ ได้โดยสมบูรณ์ภายในช่วงต้นปี 2570

นอกจากนี้ คณะยังได้ตรวจเยี่ยมการให้บริการงานด้านกงสุลของสถานเอกอัครราชทูต ณ กรุงเฮก เพื่อแลกเปลี่ยนข้อคิดเห็นและแนวทางในการสร้างเสริมประสิทธิภาพการให้บริการแก่ประชาชนในเนเธอร์แลนด์ด้วย

During 3 - 5 March 2026, Mrs. Waraphannee Damrongmanee,Deputy Director-General, Department of Consular Affairs, led a delegation to attend the meeting of 2026 Council on General Affairs and Policy (CGAP) in The Hague, Kingdom of the Netherlands to report Thailand’s progress toward becoming a Contracting Party to the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (Apostille Convention) under HCCH, notifying member states that on 9 December 2025, the Thai Cabinet approved Thailand’s accession to the Convention. Concurrently, the relevant Thai agencies show strong support for Thailand’s accession and are in the process of revising their internal regulations to ensure alignment of the Convention’s obligations. Besides, the Deputy Director-General also expressed Thailand’s commitment to promoting its readiness in all aspects through the comprehensive preparation including strengthening institutional and human resource capacities, as well as public communication to ensure understanding across all sectors. As of now, Thailand is finalizing the Instrument of Accession and expects to become a full Contracting Party to the Convention in the early of 2027.

​The CGAP 2026 serves as the annual general meeting of the member states of the Hague Conference on Private International Law (HCCH), providing a platform to exchange policy views and positions on contemporary issues related to the implementation of private international law.
