เมื่อวันที่ 26 สิงหาคม 2569 นายมังกร ประทุมแก้ว อธิบดีกรมการกงสุล เป็นประธานกล่าวเปิด “การสัมมนาเพื่อสร้างการรับรู้เกี่ยวกับการเข้าเป็นภาคีอนุสัญญากรุงเฮกว่าด้วยการยกเลิกข้อกำหนดการนิติกรณ์สำหรับเอกสารมหาชนระหว่างประเทศ หรืออนุสัญญา Apostille” แก่หน่วยงานในส่วนภูมิภาค สถาบันการศึกษา ภาคเอกชนและประชาชน ณ โรมแรมอวานี ขอนแก่น โฮเทล แอนด์ คอนเวนชั่น เซ็นเตอร์ จังหวัดขอนแก่น
โดยมีนายขจรเกียรติ รักพานิชมณี ผู้ว่าราชการจังหวัดขอนแก่น ให้เกียรติกล่าวต้อนรับในช่วงการเปิดสัมมนาด้วย โดยการสัมมนาครั้งนี้ ถือเป็นการสัมมนาในครั้งที่ ๓ ในระดับภูมิภาค นับจากการสัมมนาที่จังหวัดสงขลาในเดือนมิถุนายน 2569 และที่จังหวัดเชียงใหม่ ในเดือนกรกฎาคม 2569
การสัมมนาดังกล่าวมีวัตถุประสงค์เพื่อเสริมสร้างความรู้ความเข้าใจเกี่ยวกับระบบการนิติกรณ์เอกสารแบบ Apostille ตลอดจนเผยแพร่ข้อมูลเกี่ยวกับประโยชน์ที่ภาครัฐ ภาคเอกชน และประชาชนจะได้รับจากการที่ประเทศไทยเข้าเป็นภาคีอนุสัญญาดังกล่าว โดยการบรรยายมุ่งเน้นการให้ความรู้ความเข้าใจเกี่ยวกับอนุสัญญา Apostille และประโยชน์ของการที่ประเทศไทยเข้าเป็นภาคีอนุสัญญา และแนวทางการเตรียมความพร้อมของหน่วยงานของรัฐที่เกี่ยวข้อง โดยมีผู้แทนจากกรมการกงสุล กระทรวงการต่างประเทศและกรมการปกครอง กระทรวงมหาดไทย เป็นวิทยากรบรรยาย
การเข้าเป็นภาคีอนุสัญญา Apostille จะช่วยอำนวยความสะดวกในการใช้เอกสารมหาชนระหว่างประเทศด้วยการลดขั้นตอนการนิติกรณ์เอกสาร ทำให้การดำเนินธุรกรรม การศึกษา การทำงาน และการติดต่อราชการระหว่างประเทศไทยกับประเทศภาคีเป็นไปอย่างรวดเร็ว มีประสิทธิภาพ และเอื้อต่อการส่งเสริมความร่วมมือระหว่างประเทศในด้านต่าง ๆ มากยิ่งขึ้น ทั้งนี้ ไทยจะเข้าร่วมเป็นภาคีอนุสัญญา Apostille โดยสมบูรณ์ในวันที่ 28 กุมภาพันธ์ 2570
ในโอกาสนี้ อธิบดีกรมการกงสุลและคณะได้เข้าเยี่ยมชมการดำเนินงานของสำนักงานหนังสือเดินทางชั่วคราว ขอนแก่น รวมถึงหารือแนวทางส่งเสริมประสิทธิภาพการให้บริการของสำนักงานฯ โดยเฉพาะในด้านงานนิติกรณ์เอกสาร ซึ่งสำนักงานฯ มีกำหนดจะเริ่มให้บริการงานนิติกรณ์เอกสารภายในปี 2569

On 26 August 2026, Mr. Mungkorn Pratoomkaew, Director-General, Department of Consular Affairs, presided over the opening ceremony of a seminar to raise awareness of Thailand’s accession to the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents (the Apostille Convention).
The seminar was organized for regional government agencies, educational institutions, the private sector, and the general public at the Avani Khon Kaen Hotel & Convention Centre, Khon Kaen province. Mr. Khajonkiet Rakpanichmanee, Governor of Khon Kaen Province, also delivered the welcoming remarks at the opening ceremony. This seminar marked the 3rd regional one on the Apostille Convention, following the regional seminars held in Songkhla and Chiang Mai Provinces.
The seminar was aimed to enhance public understanding of the Apostille legalization and to raise awareness of the benefits that Thailand’s accession to the Convention will bring to government agencies, the private sector, and the public. The seminar was joined by representatives from the Department of Consular Affairs, Ministry of Foreign Affairs, and the Department of Provincial Administration, Ministry of Interior. Thailand’s accession to the Apostille Convention will facilitate the international use of public documents by simplifying the document legalization process.
The Convention is expected to streamline procedures for international transactions, education, employment, and official matters between Thailand and other Contracting Parties, while further promoting international cooperation across various fields. Thailand is to fully become a Contracting Party to the Apostille Convention with full legal and operational effect on 28 February 2027.
On this occasion, Director-General together with the delegation from Department of Consular Affairs visited the operations of the Temporary Passport Office Khon Kaen, and to discuss the way forward in enhancing the Office’s service efficiency, particularly legalization services, which the Office is scheduled to commence by 2026.
