เมื่อวันที่ 17 มิถุนายน 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล ได้ชี้แจงในวาระการประชุมคณะกรรมาธิการการต่างประเทศถึงแนวทางการให้ความช่วยเหลือและคุ้มครองคนไทยที่พำนัก/ประกอบอาชีพหรือตกทุกข์ได้ยากในต่างประเทศ รวมทั้งแนวทางการเสริมสร้างชุมชนไทยที่เข้มแข็งในต่างประเทศผ่านการสนับสนุนการจัดกิจกรรมต่างๆ ตามยุทธศาสตร์ 5 H (Head-Health-Heart-Hand-Harmony) ของกรมการกงสุล และการสร้างเครือข่ายกงสุลอาสาของไทยในต่างประเทศ
ปัจจุบันมีคนไทยพำนักในต่างประเทศกว่า 1.6 ล้านคน โดยสถานเอกอัครราชทูต สถานกงสุลใหญ่ สำนักงานการค้าและเศรษฐกิจไทย ได้ให้ความช่วยเหลือคนไทยตกทุกข์ได้ยากในต่างประเทศตามระเบียบกระทรวงการต่างประเทศว่าด้วยการใช้จ่ายเงินอุดหนุนเพื่อช่วยเหลือคนไทยที่ตกทุกข์ได้ยากในต่างประเทศ พ.ศ. 2562
ในปี 2568 สถานเอกอัครราชทูต สถานกงสุลใหญ่ และสำนักงานการค้าฯ ได้ให้ความช่วยเหลือคนไทยในต่างประเทศในหลายกรณี อาทิ ตกทุกข์ทั่วไป แรงงาน ลูกเรือประมง ผู้เสียหายจากการค้ามนุษย์ ถูกจับกุม เสียชีวิต ติดตามหาญาติ และความช่วยเหลืออื่น ๆ กว่า 43,155 ครั้ง โดย รอธ. บัญชาฯ ได้แนะนำบริการ E-Help ซึ่งเป็นระบบรับเรื่องร้องทุกข์ออนไลน์ และแอปพลิเคชัน Thai Consular สำหรับบริการงานกงสุล แจ้งเหตุฉุกเฉิน และสายด่วนสถานทูตทั่วโลก
นอกจากนี้ ได้แจ้งความคืบหน้าการนำร่างผู้เสียชีวิตจากเรือบรรทุกสินค้ามยุรีนารีกลับประเทศไทย ปัจจุบันกรมการกงสุลได้ช่วยประสานงานกับทางการอิหร่านเพื่ออำนวยความสะดวกในการออกเอกสารที่เกี่ยวข้องกับการนำร่างลูกเรือกลับไทย ขณะนี้กระบวนการต่าง ๆ ของภาคเอกชนที่จะนำร่างลูกเรือมยุรีนารีกลับไทยใกล้จะครบถ้วนสมบูรณ์แล้ว

The Department of Consular Affairs Attends the Foreign Affairs Committee Meeting to brief on Guidelines for Assisting and Protecting Distressed Thai Nationals Overseas
On 17 June 2026, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, briefed the Foreign Affairs Committee on guidelines for providing assistance and protection to Thai nationals residing, working, or facing hardship overseas. He also outlined approaches to strengthening Thai communities abroad by supporting various activities under the Department’s 5H Strategy (Head–Health–Heart–Hand–Harmony), alongside the establishment of a network of Thai volunteer consuls overseas.
Currently, more than 1.6 million Thai nationals reside abroad. Royal Thai Embassies, Royal Thai Consulates-General, and Thai Trade and Economic Offices provide assistance to distressed nationals in accordance with the Ministry of Foreign Affairs’ Regulation on providing Subsidies for Assisting Distressed Thai Nationals Abroad, B.E. 2562 (2019).
Last year, these Thai diplomatic missions handled over 43,155 cases involving citizens overseas. These included general hardship cases, labor disputes, fishing crew issues, human trafficking cases, arrests, deaths, tracing of missing relatives, and other forms of aid. DDG Bancha also introduced the "E-Help" service—an online complaint submission system—as well as the "Thai Consular" application, which provides digital consular services, emergency alerts, and direct access to embassy hotlines.
In addition, DDG Bancha provided an update on the repatriation of the remains of deceased crew members from the cargo vessel Mayuree Naree to Thailand. The Department of Consular Affairs has been coordinating closely with Iranian authorities to expedite the issuance of necessary documentation. At present, private sector arrangements for repatriating the remains are nearing completion.
