เมื่อวันที่ 18 กุมภาพันธ์ 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล เป็นประธานการประชุมหารือเพื่อซักซ้อมความเข้าใจและยืนยันความพร้อมในการเข้าเป็นภาคีอนุสัญญา Apostille ของไทย ณ อาคารกรมการกงสุล แจ้งวัฒนะ โดยมีวัตถุประสงค์เพื่อรับการยืนยันความพร้อมของหน่วยงานที่เกี่ยวข้องในการดำเนินการภายใต้พันธกรณีของอนุสัญญาฯ ทั้งนี้ มีผู้แทนจากส่วนราชการและเอกชน 34 หน่วยงานเข้าร่วม โดยทุกหน่วยงานได้แสดงการสนับสนุนการเข้าเป็นภาคีอนุสัญญาฯ ของไทย และยืนยันความพร้อมในการดำเนินการตามพันธกรณี รวมถึงการปรับปรุงแก้ไขระเบียบและแนวปฏิบัติของหน่วยงานให้สอดคล้องกับพันธกรณีตามที่อนุสัญญาฯ กำหนดไว้ให้แล้วเสร็จภายในเดือนพฤษภาคม 2569 โดยมี นางสาวเชาวนี ตังวงศ์ประเสริฐ ผู้อำนวยการกองสัญชาติและนิติกรณ์และ นางสาวสุทธาทิพย์ วาทิตต์พันธุ์ ผู้อำนวยการกองพัฒนางานกฎหมายระหว่างประเทศร่วมให้ข้อมูลที่เกี่ยวข้องและเป็นประโยชน์
ก่อนหน้านี้ เมื่อวันที่ 9 ธันวาคม 2568 คณะรัฐมนตรีได้มีมติเห็นชอบให้ไทยเข้าเป็นภาคีอนุสัญญา Apostille โดยได้มอบหมายให้กระทรวงการต่างประเทศดำเนินการยื่นภาคยานุวัติสารต่อกระทรวงการต่างประเทศ เนเธอร์แลนด์ ในฐานะผู้เก็บรักษาอนุสัญญาฯ โดยคาดว่าประเทศไทยจะเข้าเป็นภาคีโดยสมบูรณ์ในช่วงต้นปี 2570 อนึ่ง การเข้าเป็นภาคีอนุสัญญาฯ จะอำนวยความสะดวกในการใช้เอกสารมหาชนระหว่างประเทศผ่านการลดขั้นตอนนิติกรณ์เอกสาร ซึ่งจะเป็นแนวทางที่สอดคล้องกับบริบทโลกที่มีความเชื่อมโยงแบบไร้รอยต่อและนโยบายการทูตเศรษฐกิจของรัฐบาลเพื่อสนับสนุนการค้าการลงทุนและกิจกรรมทางเศรษฐกิจระหว่างไทยกับต่างประเทศ
Department of Consular Affairs holds a meeting to reaffirm Thailand's readiness to be a party to the Apostille Convention.
On 18 February 2026 (B.E. 2569), Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, presided over a meeting at the Department of Consular Affairs, to reaffirm Thailand’s accession to the Apostille Convention. The meeting was attended by 34 relevant agencies to confirm the collective readiness to implement the Convention’s obligations and revise their agencies’ regulations and procedures within May 2026 to ensure compliance and smooth accession. Ms. Chaowanee Tangwongprasert, Director of Legalization Division and Ms. Sutthathip Vathitphund, Director of International Law Development Division also shared related useful information on this matter.
On 9 December 2026, the Cabinet has approved Thailand’s accession and tasked the Ministry of Foreign Affairs with depositing the Instrument of Accession to the Ministry of Foreign Affairs of the Netherlands, as Depositary. The Convention is expected to enter into force for Thailand in early 2027. Accession to the Apostille Convention will streamline the use of Thai public documents abroad by replacing chain legalization with the Apostille process, in line with the Government’s economic diplomacy policy to facilitate trade, investment and economic activities between Thailand and foreign countries.
