เมื่อวันที่ 17 พฤศจิกายน 2568 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล พร้อมด้วยนายสัณห์ อรุณรักษ์ติชัย ผู้อำนวยการกองตรวจลงตราและเอกสารเดินทางคนต่างด้าว และคณะจากกรมการกงสุล ได้พบหารือกับนายอาทิตย์ ประสาทกุล อัครราชทูตที่ปรึกษา สถานเอกอัครราชทูต ณ กรุงโคลัมโบ และนางสาวณัสม์พิชา สุนทรสุจริต ประธานสมาคมคนไทยในศรีลังกาและกงสุลอาสา ตลอดจนสมาชิกสมาคมฯ เพื่อประชาสัมพันธ์ให้คนไทยในศรีลังกาเตรียมความพร้อมสำหรับการเลือกตั้งและการออกเสียงประชามตินอกราชอาณาจักร โดยขอให้คนไทยที่พำนักในต่างประเทศจัดเตรียมเอกสาร อาทิ บัตรประจำตัวประชาชนและหนังสือเดินทางที่ยังมีอายุการใช้งานให้พร้อม รวมทั้งขอความร่วมมือให้คนไทยในศรีลังกาและมัลดีฟส์ดาวน์โหลดและลงทะเบียนคนไทยที่พำนักในต่างประเทศผ่านแอปพลิเคชัน “Thai Consular” ซึ่งเป็นช่องทางสำคัญสำหรับบริการกงสุลดิจิทัล โดยสามารถกดปุ่ม SOS หรือโทรหมายเลขฉุกเฉินของสถานเอกอัครราชทูตฯ ได้ทันทีหากต้องการความช่วยเหลือเร่งด่วน
คณะได้รับทราบว่า สถานเอกอัครราชทูต ณ กรุงโคลัมโบได้ให้การสนับสนุนสมาคมคนไทยในศรีลังกาจดทะเบียนจัดตั้ง “สมาคมคนไทยในศรีลังกา” ขึ้นอย่างเป็นทางการ รวมทั้งได้ปรับปรุงอาคารดั้งเดิมของสถานเอกอัครราชทูตฯ ให้กลายเป็น “สยามนิวาส” ศูนย์กลางของชุมชนไทยในศรีลังกาในการจัดกิจกรรมต่าง ๆ อาทิ ตลาดไทย และการสอนทำอาหารไทย ซึ่งล้วนมีส่วนเสริมสร้างความเข้มแข็งให้ชุมชนไทยในศรีลังกาได้เป็นอย่างดี
คณะได้เยี่ยมแม่ครัวชาวไทยที่ร้าน The Ocean โรงแรม The Kingsbury และเยี่ยมวัดทีปทุตตมาราม มหาวิหาร ซึ่งเป็นสถานที่ประดิษฐานพระบรมสารีริกธาตุของพระสัมมาสัมพุทธเจ้า รวมทั้งเป็นสถานที่ประดิษฐานต้นไม้ที่พระบาทสมเด็จพระปรเมนทรมหาอานันทมหิดล พระอัฐมรามาธิบดินทร (ร.8 ) และพระบาทสมเด็จพระมหาภูมิพลอดุลยเดชมหาราชบรมนาถบพิตร (ร.9) ได้ทรงปลูกไว้ ซึ่งเจริญงอกงาม และเป็นอีกหนึ่งศูนย์รวมของคนไทยในศรีลังกา
คณะรับฟังการบรรยายสรุปจากอัครราชทูตที่ปรึกษา นายอาทิตย์ฯ และนายธม เพ็ชรภักดีพงษ์ กงสุล เกี่ยวกับภารกิจการตรวจลงตราในระบบ e-Visa ที่สถานเอกอัครราชทูต ณ กรุงโคลัมโบที่ประสบความสำเร็จในการเชื่อมต่อระบบการรับชำระค่าธรรมเนียมการตรวจลงตราออนไลน์ โดยกรมการกงสุลจะนำไปใช้เป็นตัวอย่างที่ดี เพื่อส่งเสริมให้สถานเอกอัครราชทูตและสถานกงสุลใหญ่ของไทยในภูมิภาคเอเชียใต้พัฒนาและขยายความร่วมมือกับธนาคารในแต่ละประเทศ เพื่อให้การบริการรับชำระค่าธรรมเนียมการตรวจ

DDG of Department of Consular Affairs meets with the President of Thai Community in Sri Lanka and visits the Consular Section at the Royal Thai Embassy in Colombo
On 17 November 2025, Mr. Bancha Yeunyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, together with Mr. Sunh Arunrugstichai, Director of the Visa and Travel Documents Division, and officials from the Department, met with Mr. Arthit Prasartkul, Minister Counsellor of the Royal Thai Embassy in Colombo, and Ms. Natpicha Soonthornsujarit, President of Thai Community in Sri Lanka and a Consular Volunteer along with members of the Thai Community. DDG Bancha advised Thai community in Sri Lanka to prepare their valid identification documents, such as national ID cards and passports for the upcoming overseas voting and the national referendum.
DDG also encouraged the overseas Thai community to download and register themselves in the “Thai Consular Application,” which is an essential digital consular services platform for Thai national, equipped with an SOS button and a call button to the Embassy’s emergency number should the users require urgent assistance. The delegation was informed that the Royal Thai Embassy in Colombo has supported the official establishment of the “Thai Community in Sri Lanka” and has turned the Embassy’s historical building into “Siam Nivasa,” a Thai community center in Sri Lanka. The facility has hosted various activities, including Thai markets and Thai cooking classes, which has contributed significantly to strengthening the unity and resilience of the Thai community in Sri Lanka.
The delegation met a Thai chef at the Ocean Restaurant in the Kingsbury Hotel, and learnt about her wellbeing. They also visited the the Dipaduttamarama Purana Thai Raja Maha Viharaya, where the sacred relics of the Lord Buddha are enshrined and trees were planted by His Majesty King Ananda Mahidol (Rama VIII) and His Majesty King Bhumibol Adulyadej the Great (Rama IX) of Thailand. Those trees have flourished over the years and become an important spiritual center for Thai nationals in Sri Lanka.
The delegation also received a briefing from Minister Counsellor, Mr. Arthit Prasartkul, and Consular Officer, Mr. Thom Petchpugdepong, on the Mission’s e-Visa operations. The Royal Thai Embassy in Colombo has successfully integrated an online visa fee payment into the system, which can be used as a model among other Royal Thai Embassies and Consulates-General in South Asia to explore such possibility with their local banks to further expand and strengthen online visa fee payment services.
