เมื่อวันที่ 1 เมษายน 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล ได้ให้การต้อนรับ Ms. Laura Scorretti ตำแหน่ง Senior Regioanal Immigration and Boredr Governance Speciallist ในสังกัดองค์การระหว่างประเทศเพื่อการโยกย้ายถิ่นฐาน (IOM Regional Office for Asia and the Pacific) ที่ห้องรับรอง กรมการกงสุล เพื่อเสริมสร้างความร่วมมือระหว่างกันในเรื่องการโยกย้ายถิ่นฐาน
Ms.Scorretti ได้ชื่นชมทางการไทยว่ามีการบริหารจัดการเคลื่อนย้ายคนชาติออกจากพื้นที่เสี่ยงได้อย่างมีประสิทธิภาพ อาทิ การพิสูจน์ตัวบุคคลต่าง ๆ ที่เป็นสากล การออกเอกสารเดินทางฉุกเฉิน (Emergency Travel Document) ซึ่งสามารถเป็นตัวอย่างที่ดีให้กับประเทศอื่น ๆ พร้อมนี้ Ms. Scorretti ได้ทาบทามกรมการกงสุลร่วมสนับสนุนการจัดการประชุม Border Management & Identity Conference on Technical Cooperation and Capacity Building ครั้งที่ 8 ที่จะมีขึ้นระหว่างวันที่ 2-4 ธันวาคม 2569 ที่กรุงเทพฯ
รองอธิบดีกรมการกงสุลได้สอบถามเกี่ยวกับการดำเนินงานของ IOM ในภูมิภาคตะวันออกกลางในสถานการณ์ปัจจุบัน และแจ้งว่ากรมการกงสุลอาจขอความร่วมมือและคำแนะนำจาก IOM ในประเด็นการคุ้มครองคนไทย กรณีสถานการณ์การสู้รบในตะวันออกกลางทวีความรุนแรงขึ้น

Department of Consular Affairs Enhances Cooperation with the International Organization for Migration
On 1 April 2026, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, welcomed Ms. Laura Scorretti, Senior Regional Immigration and Border Governance Specialist from the International Organization for Migration (IOM), Regional Office for Asia and the Pacific, at the Department of Consular Affairs. The meeting was aimed to enhance cooperation between the two sides on migration management.
Ms. Scorretti commended the Thai authorities for the effective management on the evacuation of Thai nationals from high-risk areas, such as good practices on implementing internationally recognized identity verification procedures and on issuing emergency travel documents, which can serve as good models for other countries. Ms. Scorretti also invited the Department of Consular Affairs to support IOM for organizing the 8th Border Management & Identity Conference on Technical Cooperation and Capacity Building, during 2–4 December 2026 in Bangkok.
The Deputy Director-General also inquired about IOM current operations in the Middle East and informed that the Department of Consular Affairs would seek cooperation and technical advice from IOM regarding the protection of Thai nationals if the situation in the Middle East escalated.
