เมื่อวันที่ 17 ธันวาคม 2568 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล เป็นประธานกล่าวเปิดการสัมมนาเพื่อเตรียมความพร้อมสำหรับการเข้าเป็นภาคีอนุสัญญากรุงเฮกว่าด้วยการยกเลิกข้อกำหนดการนิติกรณ์สำหรับเอกสารมหาชนระหว่างประเทศ (Apostille Convention) ครั้งที่ 4 ภายใต้หัวข้อ “ประโยชน์และผลกระทบจากการเข้าเป็นภาคีอนุสัญญาอะโพสทิล (Apostille) ของประเทศไทยต่อภาคธุรกิจและภาคประชาสังคม” ณ โรงแรม Centara Grand at CentralWorld กรุงเทพฯ โดยมีวัตถุประสงค์เพื่อสร้างการรับรู้เกี่ยวกับการนิติกรณ์เอกสารแบบ Apostille รวมทั้งประโยชน์และผลกระทบที่อนุสัญญาฯ จะมีต่อภาครัฐ ภาคเอกชนและประชาชน โดยมีผู้แทนภาครัฐ ภาคธุรกิจ สื่อมวลชน และประชาชนทั่วไปกว่า 150 คน เข้าร่วมในการสัมมนาครั้งนี้ โดยมีวิทยากรจากกรมการกงสุล กรมเศรษฐกิจระหว่างประเทศ กรมการปกครอง และสภาทนายความ ในพระบรมราชูปถัมภ์ให้ข้อมูลเกี่ยวกับภาพรวมความเป็นมาของอนุสัญญา Apostille และบทบาทของกรมการกงสุลในฐานะหน่วยงานผู้มีอำนาจ (Competent Authority) รวมถึงประโยชน์และผลกระทบต่อภาคส่วนต่าง ๆ ในการเข้าเป็นภาคีอนุสัญญาฯ ความเชื่อมโยงของอนุสัญญาฯ กับนโยบาย Quick Big Win ซึ่งจะเป็นประโยชน์ต่อการดำเนินกิจกรรมด้านการค้าและการลงทุนระหว่างประเทศ การเตรียมความพร้อมของหน่วยงานในการรับ - ออกเอกสารมหาชนต่างประเทศ รวมถึงการดำเนินการเมื่อไทยเข้าเป็นภาคีอนุสัญญาฯ โดยสมบูรณ์ด้วย
ทั้งนี้ เมื่อวันที่ 9 ธันวาคม 2568 คณะรัฐมนตรีได้มีมติเห็นชอบในการยื่นภาคยานุวัตรสารต่อกระทรวงการต่างประเทศเนเธอร์แลนด์ ในฐานะผู้เก็บรักษา เพื่อเข้าร่วมเป็นภาคีอนุสัญญาฯ และคาดว่าอนุสัญญาฯ จะมีผลบังคับใช้กับไทยภายในปี 2569 (ประมาณ 8 เดือนหลังจากยื่นภาคยานุวัตรสาร) อนึ่ง การเข้าเป็นภาคีอนุสัญญาฯ จะเป็นการอำนวยความสะดวกในการใช้เอกสารมหาชนระหว่างประเทศผ่านการลดขั้นตอนนิติกรณ์เอกสาร ซึ่งจะเป็นแนวทางที่สอดคล้องกับบริบทโลกที่มีความเชื่อมโยงแบบไร้รอยต่อและนโยบายการทูตเศรษฐกิจของรัฐบาล

The Department of Consular Affairs implements Quick Big Win Policy, preparing for the Accession to the Apostille Convention
On 17 December 2025, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General, Department of Consular Affairs, delivered the opening remarks at the 4th Seminar on the Preparation for the Accession to the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents (Apostille Convention). The seminar was held under the theme “Benefits and Impacts of Thailand’s Accession to the Apostille Convention in relation to Business Sector and Civil Society” at Centara Grand Hotel at CentralWorld in Bangkok.
The seminar was aimed to raise awareness of a new legalization process under the Apostille Convention, as well as to highlight the benefits and impacts that the Convention will have on the public sector, the private sector, and the general public. More than 150 participants attended the seminar, including representatives from government agencies, private sector, media and individuals.
During the seminar, the representatives from Department of Consular Affairs, Department of International Economic Affairs, Department of Provincial Administration, and Lawyers Council of Thailand under the Royal Patronage shared information regarding overview and background of the Apostille Convention, the role of the Department of Consular Affairs as the Competent Authority, the benefits and impacts of Thailand’s accession to the Convention on various sectors, the linkage between the Convention and the Quick Big Win policy, which is expected to facilitate international trade and investment, the preparation for issuance of Thai public documents and acceptance of foreign public documents, as well as the procedures to be completed once Thailand becomes a contracting party to the Convention.
On December 9, 2025, the Cabinet approved the submission of the instrument of accession to the Ministry of Foreign Affairs of the Netherlands, as the depositary, in order to become a party to the Convention. Thailand’s accession to the Convention is expected to enter into force within 2026. This endeavor will facilitate the use of foreign public documents by shortening the legalization process, aligning with a seamless interconnected world and the government’s economic diplomacy policy.
