เมื่อวันที่ 30 กันยายน - 1 ตุลาคม 2569 นางสาวนภามาศ ปัญญาตรง หัวหน้าสำนักงานหนังสือเดินทางฯ เชียงใหม่ เป็นผู้แทนของจังหวัดเชียงใหม่เข้าร่วมงานเทศกาล Colive Fukuoka ซึ่งเป็นการประชุมเครือข่ายกลุ่มผู้ทำงานทางไกล (digital nomads) ผู้ประกอบการ นักลงทุน และครีเอเตอร์จากทั่วโลกที่ใหญ่ที่สุดในเอเชีย ที่เมืองฟูกูโอกะ ประเทศญี่ปุ่น โดยได้รับการสนับสนุนจากผู้จัดงาน Cosmo Local CNX ที่ขับเคลื่อนโมเดลต้นแบบการพัฒนาย่านสร้างสรรค์ที่เป็นมิตรต่อผู้ทำงานทางไกล (nomad-friendly district) ในจังหวัดเชียงใหม่ และโครงการ Colive Fukuoka และนายโกศล สถิตธรรมจิตร กงสุลใหญ่ ณ เมืองฟูกูโอกะ ได้ให้เกียรติเข้าร่วมงานด้วย ภายในงาน มีกิจกรรมที่ผู้เข้าร่วมมีโอกาสเล่าเรื่องราวของตนและแลกเปลี่ยนความเห็นเกี่ยวกับความท้าทายของแต่ละเมือง ซึ่งรวมถึงการขยายตัวของสังคมผู้สูงอายุ การลดลงของอัตราการเกิดในประเทศอย่างมีนัยสำคัญ เมืองที่มีอาคารร้างจำนวนมาก และแนวทางการเชิญชวนให้คนเลือกพำนักในเมืองนานขึ้นเพื่อส่งเสริมเศรษฐกิจของประเทศ

หัวหน้าสำนักงานฯ แลกเปลี่ยนความเห็นเกี่ยวกับการรองรับและการสร้างผลประโยชน์ร่วมกับกลุ่มผู้ทำงานทางไกลในจังหวัด เพื่อส่งเสริมการแลกเปลี่ยนการเรียนรู้ในชุมชน เศรษฐกิจชุมชน และการพัฒนาเมืองในแต่ละประเทศ ร่วมกับผู้แทนของเมืองฟูกูโอกะและรัฐซาราวัก ประเทศมาเลเซีย และผู้จัดหลักของงานเครือข่ายกลุ่มผู้ทำงานทางไกลในเมือง Bansko (บัลแกเรีย) เมือง Palermo (อิตาลี) เมืองดานัง (เวียดนาม) เมืองเอเธนส์ (กรีซ) เมือง Alanya (ทูร์เคีย) เมืองไทเป (ไต้หวัน) รวมถึงหลายเมืองในสาธารณรัฐเกาหลีและญี่ปุ่น โดยหัวหน้าสำนักงานฯ เล่าถึงคณะทำงานของจังหวัดเชียงใหม่ที่ประกอบด้วยหลากหลายภาคส่วน ทั้งหน่วยงานรัฐ ธุรกิจ ภาควิชาการ ชุมชน กลุ่มผู้ทำงานทางไกลที่พำนักในจังหวัด และภาคีเครือข่ายนานาชาติ โดยมีพื้นที่ย่านสันป่าข่อย - วัดเกต เป็นพื้นที่ทดลอง ในการบริหารจัดการโครงสร้างพื้นฐานที่อำนวยความสะดวกสำหรับผู้อยู่อาศัย การสนับสนุนกิจกรรมให้กลุ่มผู้ทำงานทางไกลได้แลกเปลี่ยนองค์ความรู้และการปรับใช้เทคโนโลยีกับคนในชุมชน และการจัดทำ nomad futures lab ที่รวบรวมข้อมูลต่าง ๆ ที่เกี่ยวข้องเพื่อสร้างระบบที่จะนำไปสู่การพัฒนาชุมชนและเมืองอย่างยั่งยืน

นางสาวอริสา นิมมานเหมินท์ ผู้นำชุมชนย่านสันป่าข่อย - วัดเกต เล่าถึงบทบาทของกลุ่มผู้ทำงานทางไกลในจังหวัดที่ไม่เพียงส่งเสริมเศรษฐกิจชุมชนด้วยรูปแบบการจับจ่ายใช้สอยซ้ำเดิม แต่ยังสนับสนุนการสร้างองค์ความรู้ในด้านที่มีความเชี่ยวชาญกับคนภายในชุมชน พร้อมเรียนรู้วัฒนธรรมท้องถิ่น ชวนเพื่อนให้อยากมาอยู่เชียงใหม่ และประชาสัมพันธ์เกี่ยวกับเชียงใหม่ให้คนทั่วโลกได้รู้จักมากขึ้น ขณะที่นาย John Ho ผู้ร่วมก่อตั้งโครงการ Cosmo Local CNX เล่าถึงความสำเร็จของโครงการฯ ที่จัดขึ้นเป็นปีแรกด้วยวัตถุประสงค์เพื่อดึงดูด digital nomads ให้เดินทางมาเชียงใหม่มากขึ้นและจัดกิจกรรมระหว่างประเทศในช่วงฤดูสีเขียว (green season) ที่มีจำนวนนักท่องเที่ยวมาเยือนไม่มาก โดยปีนี้ มีผู้เข้าร่วมงานกว่า 300 คน เป็นชาวต่างชาติประมาณร้อยละ 70 มาร่วมทำกิจกรรมที่สร้างเสริมองค์ความรู้ให้ชุมชน แลกเปลี่ยนวัฒนธรรม และจัดตั้ง nomad futures lab เพื่อให้ผู้มีส่วนได้ส่วนเสียได้ร่วมกันวิเคราะห์ข้อมูลที่จะก่อให้เกิดการเรียนรู้ที่นำไปสู่การพัฒนาเมืองอย่างยั่งยืน ทั้งยังขอบคุณโครงการ Colive Fukuoka ที่สนับสนุนกิจกรรมของโครงการ Cosmo Local CNX รวมถึงสร้างเสริมความร่วมมือและการแลกเปลี่ยนระหว่างเชียงใหม่กับฟูกูโอกะ

นอกจากนี้ หัวหน้าสำนักงานฯ ยังได้เยี่ยมชมพื้นที่รองรับ digital nomads และ startups ของเมืองฟูกูโอกะ เพื่อนำมาปรับใช้ในจังหวัดเชียงใหม่ต่อไป ได้แก่ (1) Fukuoka Growth Next (FGN) ศูนย์ร่วมรัฐ-เอกชนสนับสนุน startups ขนาดใหญ่ของเมืองฟูกูโอกะ ที่ทางเมืองได้ปรับเปลี่ยนอาคารโรงเรียนประถมศึกษาเป็นพื้นที่ให้คำปรึกษาด้านการทำธุรกิจจากผู้เชี่ยวชาญแต่ละด้าน พื้นที่ทำงานของแต่ละบริษัท พื้นที่ทำงานร่วมกัน และหลักสูตรสอนการนำเสนอธุรกิจ (pitching) เพื่อผลักดันให้ฟูกูโอกะเป็นเมืองแห่งนวัตกรรมและขยายเครือข่ายไปทั่วโลก และ (2) Cambridge Innovation Center (CIC) Fukuoka ศูนย์กลางนวัตกรรมและ startups ระดับโลก สาขาฟูกูโอกะ ซึ่งเป็นบริษัทที่ให้บริการและพื้นที่เชื่อมโยงผู้ประกอบการ นักลงทุน หน่วยงานภาครัฐ และสถาบันการศึกษา เพื่อสนับสนุน startups ทั้งในระดับท้องถิ่นและตลาดโลก โดยมีพื้นที่ทำงานของแต่ละบริษัท พื้นที่ทำงานร่วมกันแบบเปิด ห้องประชุม และบริการช่วยเหลือด้านธุรกิจระดับสากล

On 30 September - 1 October 2026, Ms. Napamas Panyatrong, Chief of Chiang Mai Passport Office, represented Chiang Mai province in the Colive Fukuoka event, which was the biggest conference in Asia gathering remote workers (digital nomads), entrepreneurs, investors and creators from around the world, in Fukuoka, Japan. The trip was supported by Cosmo Local CNX organisers, which driving a prototype model of developing a creative nomad-friendly district in Chiang Mai province, and the Colive Fukuoka project. Mr. Kosol Satithamajit, Consul-General of Thailand to Fukuoka, also participated in the event. During the event, there were activities for participants to talk about their stories and exchange views on challenges facing by each city, including growing aging society, significant drops in a country’s birth rate, cities with many abandoned buildings, and ways to invite people to choose to live in a city longer to promote the country’s economy.

Chief of Passport Office exchanged views on how to welcome and create joint benefits with digital nomads in the province to promote knowledge sharing in communities, local communities, and city development in each country, with representatives with the City of Fukuoka and Sarawak State, Malaysia, and main organisers of networking events for digital nomads in Bansko (Bulgaria), Palermo (Italy), Da Nang (Viet Nam), Athens (Greece), Alanya (Türkiye), Taipai (Taiwan), as well as a number of cities in the Republic of Korea and Japan. Chief of Passport Office underscored how Chiang Mai now has a working committee comprising many different sectors, including public agencies, businesses, academia, community, digital nomads residing in the province, and multinational network partners, with San Pa Khoi - Wat Ket district as a pilot neighbourhood. The project includes infrastructure management to facilitate residents, activity support for digital nomads to exchange knowledge and technology adaptation with people in local communities, and nomad futures lab establishment to collect relevant information to create a system towards sustainable community and city development.

Ms. Arisa Nimmanahaeminda, San Pa Khoi - Wat Ket district community’s leader, talked about roles of digital nomads in the province, not only in promoting local economy through their repeated spending patterns, but also supporting knowledge building in areas they have expertise with people in the communities, as well as learning local cultures, inviting friends to be interested in residing in Chiang Mai, and telling people across the globe to know more about Chiang Mai. Mr. John Ho, co-organiser of the Cosmo Local CNX, talked about the success of the project, which was inaugurated with an objective to attract more digital nomads to Chiang Mai and organise international conferences during the green season where there are less tourists and visitors. This year, there were more than 300 participants with 70 per cent foreigners joined the activities to advance knowledge for the communities, exchange cultures, and establish a nomad futures lab for stakeholders to jointly analyse information, which would further learning capabilities towards sustainable city development. He also expressed appreciation to the Colive Fukuoka project in supporting activities of the Cosmo Local CNX project, as well as promoting cooperation and exchanges between Chiang Mai and Fukuoka.

In addition, Chief of Passport Office also visited areas of the City of Fukuoka in supporting digital nomads and startups with the hope to further adapt with Chiang Mai accordingly. The first place is Fukuoka Growth Next (FGN), the city’s large joint public-private center support startups, where the city changed an elementary school’s building to an area offering business consultation from experts in each area, office spaces, co-working spaces, and business-pitching classes to elevate Fukuoka in to an innovation city and expand networks worldwide. Another visit is to Cambridge Innovation Center (CIC) Fukuoka, which is an international hub for innovation and startups, Fukuoka branch. It is a company providing space and services to connect entrepreneurs, investors, government agencies, and academic institutions to support startups, both locally and in the global markets. It provides office spaces, open co-working spaces, conference rooms, and international business assistance services.
