เมื่อวันที่ 5 มิถุนายน 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล กระทรวงการต่างประเทศ เป็นผู้แทนกรมการกงสุล เข้ารับรางวัลหน่วยงานดีเด่นด้านการป้องกันและปราบปรามการค้ามนุษย์ ในงานวันรณรงค์ต่อต้านการค้ามนุษย์ ประจำปี 2569 จัดขึ้นโดยกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ภายใต้แนวคิด “Together We Can Stop Human Trafficking” พร้อมร่วมขับเคลื่อนเป้าหมาย “Thailand TIP ZERO 2030” จากนายนิกร โสมกลาง รัฐมนตรีว่าการกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ซึ่งเป็นประธานในพิธีและมอบรางวัลแก่หน่วยงานและบุคคลดีเด่นด้านการป้องกันและปราบปรามการค้ามนุษย์ ณ ศูนย์ราชการเฉลิมพระเกียรติ 80 พรรษา 5 ธันวาคม 2550 กรุงเทพมหานคร
กรมการกงสุลมีบทบาทสำคัญในฐานะหน่วยงานหลักของกระทรวงการต่างประเทศในการให้ความช่วยเหลือคนไทยที่เข้าข่ายเป็นผู้เสียหายจากการค้ามนุษย์ในต่างประเทศ โดยประสานงานอย่างใกล้ชิดกับสถานเอกอัครราชทูตและสถานกงสุลใหญ่ของไทยทั่วโลก เพื่อเร่งดำเนินการช่วยเหลือ คัดกรองหาข้อบ่งชี้ของการเป็นผู้เสียหายจากการค้ามนุษย์ และประสานส่งตัวกลับประเทศไทยอย่างปลอดภัยในโอกาสแรก เพื่อเข้าสู่กระบวนการคัดแยกโดยทีมสหวิชาชีพและได้รับการคุ้มครองดูแลอย่างเหมาะสมตามกลไกการส่งต่อระดับชาติ (National Referral Mechanism: NRM) โดยตลอดช่วงปี 2566 – 2568 กรมการกงสุลได้ให้ความช่วยเหลือและประสานส่งต่อคนไทยและผู้ไม่มีสถานะทางทะเบียนที่มีถิ่นพำนักอยู่ในประเทศไทย ซึ่งเข้าข่ายเป็นผู้เสียหายจากการค้ามนุษย์ในต่างประเทศกลับสู่ประเทศไทยอย่างปลอดภัย รวมทั้งสิ้น 1,156 คน แบ่งเป็น 644 คน ในปี 2566 และ 135 คน ในปี 2567 และในปี 2568 จำนวน 377 คน ซึ่งสะท้อนถึงความมุ่งมั่นในการคุ้มครองสิทธิและสวัสดิภาพของคนไทยในต่างประเทศอย่างต่อเนื่อง
กรมการกงสุลได้บูรณาการความร่วมมือกับหน่วยงานภาครัฐ องค์กรพัฒนาเอกชน และหน่วยงานต่างประเทศ เพื่อพัฒนากลไกความร่วมมือในการป้องกันและช่วยเหลือผู้เสียหายจากการค้ามนุษย์อย่างเป็นรูปธรรม อาทิ การประชุมร่วมกับหน่วยงานในจังหวัดชายแดนเพื่อเตรียมความพร้อมในการรับตัวและส่งต่อผู้ได้รับการช่วยเหลือ การแลกเปลี่ยนข้อมูลกับประเทศต้นทางและปลายทางที่เกี่ยวข้องกับปัญหาการล่อลวงคนไทยไปทำงานผิดกฎหมาย ตลอดจนการดำเนินโครงการสร้างความตระหนักรู้เพื่อป้องกันการตกเป็นเหยื่อของขบวนการค้ามนุษย์ในกลุ่มประชาชนและแรงงานไทย รวมทั้งการจัดอบรมเจ้าหน้าที่กงสุลและเครือข่ายอาสาสมัครไทยในต่างประเทศ เพื่อเสริมสร้างศักยภาพในการคัดกรอง ประสานงาน และให้ความช่วยเหลือผู้ที่อาจเข้าข่ายเป็นผู้เสียหายจากการค้ามนุษย์ได้อย่างมีประสิทธิภาพ
เพื่อดำเนินการตามนโยบาย e-Government และอำนวยความสะดวกแก่ประชาชนมากยิ่งขึ้น กรมการกงสุลได้พัฒนาช่องทางการเข้าถึงความช่วยเหลือผ่านระบบร้องทุกข์ออนไลน์ e-Help และแอปพลิเคชัน Thai Consular เพื่อเป็นอีกช่องทางให้คนไทยในต่างประเทศที่ประสบปัญหาหรือต้องการความช่วยเหลือสามารถติดต่อแจ้งเหตุได้อย่างรวดเร็วด้วย
ในโอกาสนี้ นายมณฑล จันทร์ศิริ นักการทูตชำนาญการ (ที่ปรึกษา) กองคุ้มครองและดูแลผลประโยชน์คนไทยในต่างประเทศ กรมการกงสุล ได้เข้ารับรางวัลบุคคลดีเด่นด้านการป้องกันและปราบปรามการค้ามนุษย์ ประจำปี 2569 ด้วย โดยนายมณฑลฯ เป็นบุคลากรที่มีบทบาทสำคัญในการผลักดันมาตรการเชิงรุกในการป้องกันและปราบปรามการค้ามนุษย์ตามภารกิจของกรมการกงสุลในฐานะผู้แทนกระทรวงการต่างประเทศในการการจัดทำคู่มือมาตรฐานการปฏิบัติในการป้องกันและปราบปรามขบวนการค้ามนุษย์ที่เกี่ยวข้องกับอาชญากรรมออนไลน์ของสำนักงานตำรวจแห่งชาติ การจัดทำแนวปฏิบัติสําหรับงานด้านกงสุล ในการให้ความช่วยเหลือผู้โยกย้ายถิ่นฐานกลุ่ม เปราะบาง โดยเฉพาะผู้เสียหายจากการค้ามนุษย์ และการบังคับใช้แรงงานหรือบริการในประเทศไทย การเข้าร่วมการประชุมทวิภาคีกับต่างประเทศเพื่อบูรณาการให้ความช่วยเหลือคนไทยที่ผู้เสียหายจากการค้ามนุษย์อย่างเป็นระบบ รวมถึงการบูรณาการความร่วมมือกับหน่วยงานที่เกี่ยวข้องของไทยทั้งภาครัฐ ภาคการศึกษา ภาคประชาสังคมและภาคประชาชน ในการดำเนินโครงการและกิจกรรมเพื่อป้องกันการลักลอบเดินทางไปทำงานผิดกฎหมายและลดความเสี่ยงต่อการตกเป็นผู้เสียหายจากการค้ามนุษย์ในต่างประเทศ
Department of Consular Affairs receives Outstanding Agency and Individual Awards for Human Trafficking Prevention and Suppression 2026, reaffirming the role in assisting victims of human trafficking abroad to return to Thailand.
On 5 June 2026, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, received the award on behalf of the Department from Mr. Nikorn Soemklang, Minister of Social Development and Human Security, who presided over the awarding ceremony on the 2026 Anti-Human Trafficking Campaign Day which was held by the Ministry of Social Development and Human Security under the theme “Together We Can Stop Human Trafficking” and in support of Thailand’s “TIP ZERO 2030” initiative.
As the lead agency of the Ministry of Foreign Affairs responsible for the protection of Thai nationals abroad, the Department of Consular Affairs works closely with Royal Thai Embassies and Royal Consulates-General worldwide to screen, assist, and facilitate the safe repatriation of Thai nationals who are potential victims of human trafficking to ensure that upon return to Thailand, individuals are referred to a multidisciplinary team for appropriate protection and care under the National Referral Mechanism (NRM).
Between 2023 and 2025, the Department assisted in the safe return of 1,156 Thai nationals and stateless persons residing in Thailand who were identified as potential victims of human trafficking abroad. The figures include 644 persons in 2023, 135 in 2024, and 377 in 2025. These efforts reflect the Department’s unwavering commitment to safeguarding the rights, welfare, and dignity of Thai nationals abroad.
The Department has also strengthened cooperation with domestic and international partners, including government agencies, non-governmental organizations (NGOs), civil society networks, and educational institutions, to develop concrete mechanisms for preventing and assisting trafficking victims. These efforts include joint meetings with border provincial authorities to prepare for the reception and referral of repatriated individuals, data sharing with origin and destination countries to address illegal labor recruitment of Thai nationals, public awareness campaigns to prevent exploitation, and training programs for consular officials and volunteer networks abroad to enhance their capacity to screen, coordinate, and assist potential trafficking victims efficiently.
In line with the Government’s digital transformation policy, the Department has further expanded access to assistance through its e-Help online assistance platform and the Thai Consular mobile application, enabling Thai nationals abroad to seek assistance quickly and efficiently.
On the same occasion, Mr. Monton Chansiri, Counsellor of the Protection of Thai Nationals Abroad Division, Department of Consular Affairs, also received the Outstanding Individual Award for Human Trafficking Prevention and Suppression 2026 for his longstanding efforts in advancing anti-trafficking initiatives and strengthening assistance mechanisms for Thai nationals. He has played a significant role in promoting proactive anti-trafficking measures through policy development, inter-agency coordination, and international cooperation. His contributions include participation in the development of operational guidelines and standard procedures related to trafficking cases linked to online criminal activities, the formulation of consular guidelines for assisting vulnerable migrants and trafficking victims, and engagement in bilateral consultations with foreign partners to strengthen victim protection and repatriation processes.
