เมื่อวันที่ 31 มีนาคม 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล พร้อมด้วยผู้อำนวยการกองสัญชาติและนิติกรณ์ และผู้อำนวยการกองตรวจลงตราและเอกสารเดินทางคนต่างด้าว ได้เข้าประชุมหารือแลกเปลี่ยนแนวทางให้บริการด้านการกงสุลแก่คนชาตินอร์ดิก ตามคำเชิญของเอกอัครราชทูตสวีเดนประจำประเทศไทย ณ ทำเนียบเอกอัครราชทูตสวีเดน โดยมีผู้แทนจากสำนักงานตรวจคนเข้าเมือง กรมสรรพากร และเอกอัครราชทูตและเจ้าหน้าที่กงสุลของกลุ่มประเทศนอร์ดิก (สวีเดน เดนมาร์ก ฟินแลนด์ และนอร์เวย์) เข้าร่วม
 
คณะฯ ได้รับฟังการบรรยายสรุปเกี่ยวกับการปรับเปลี่ยนแนวทางในการออกใบรับรองสถานภาพทางการเงินแก่คนชาตินอร์ดิก เพื่อใช้ในการต่ออายุหรือขยายการพำนักในประเทศไทย หรือสำหรับการทำธุรกรรมด้านการเงินและภาษี โดยเอกสารดังกล่าวจะออกโดยหน่วยงานรับผิดชอบของแต่ละประเทศเป็นภาษาอังกฤษและผ่านกระบวนการนิติกรณ์เอกสารตามขั้นตอน (3 ขั้นตอน) ก่อนนำไปใช้ในประเทศไทย ซึ่งผู้แทนหน่วยงานของไทยรับทราบการเปลี่ยนแปลงดังกล่าวและพร้อมที่จะอำนวยความสะดวก 
 
รองอธิบดีกรมการกงสุลได้แจ้งเอกอัครราชทูตทั้ง 4 ประเทศด้วยว่า ประเทศไทยอยู่ระหว่างการดำเนินการที่เกี่ยวข้องในการเข้าเป็นภาคีอนุสัญญา Apostille คาดว่าจะแล้วเสร็จและมีผลบังคับใช้ในไตรมาสแรกของปี 2570 ซึ่งจะทำให้การนำเอกสารต่างๆ ที่ผ่านการรับรองจากหน่วยงานทางการของทั้ง 4 ประเทศแบบ Apostille ไปใช้ในประเทศไทยได้สะดวกมากยิ่งขึ้น เพราะสามารถนำไปยื่นที่หน่วยงานปลายทางได้โดยตรง

DDG of Consular Affairs Department Meets with Nordic Ambassadors
 
On March 31, 2026, Mr. Bancha Yuenyongjongcharoen, Deputy Director-General of the Department of Consular Affairs was invited by the Swedish Ambassador to Thailand to meet with the Nordic Ambassadors to Thailand (Sweden, Denmark, Finland, and Norway) at her Residence in Bangkok with objective to update consular services for Nordic citizens in Thailand. Representatives from the Immigration Bureau and the Revenue Department also attended.
 
Nordic countries are updating procedures in issuance of financial status certificates for visa extensions and tax matters. These certificates will be issued by competent authorities of each Nordic countries in English language and undergo chain legalization procedures (3 steps) before being used in Thailand. The representatives from the Thai related agencies have acknowledged the new procedures and are ready to facilitate it.
 
DDG Bancha informed that Thailand is in the process of becoming a party to the Apostille Convention, which is expected to be completed and come into effect in the first quarter of 2027. This will greatly facilitate the submission of certified apostille documents issued by the four countries, as the said documents can be submitted directly to the relevant agencies in Thailand in the future.
