เมื่อวันที่ 30 มีนาคม 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล ได้เข้าร่วมเป็นวิทยากรเสวนา ในหัวข้อ “บทบาทหญิงไทยในต่างแดน : พลังเครือข่ายสู่การเปลี่ยนแปลงเชิงนโยบาย” โดยกรมกิจการสตรีและสถาบันครอบครัว กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ร่วมกับเครือข่ายหญิงไทยในยุโรปจัดขึ้นเพื่อแลกเปลี่ยนประสบการณ์เกี่ยวกับบทบาทของเครือข่ายหญิงไทยในต่างแดนในการมีส่วนส่งเสริมภารกิจของหน่วยงานภาครัฐและองค์การระหว่างประเทศอย่างสร้างสรรค์ โดยการประชุมเชิงปฏิบัติการระดับภูมิภาคไทย-ยุโรป ประจำปี 2569 มีนายกันตพงศ์ รังษีสว่าง ปลัดกระทรวง พม. กล่าวเปิดงาน
รองอธิบดีบัญชาฯ กล่าวถึงภารกิจของกรมการกงสุลซึ่งเกี่ยวข้องคนกับคนไทยในต่างประเทศและชาวต่างชาติ ตั้งแต่การออกหนังสือเดินทาง การรับรองเอกสารการตรวจลงตราให้กับชาวต่างชาติที่จะเดินทางเข้าประเทศไทย และการคุ้มครองดูแลคนไทยในต่างประเทศ โดยที่ผ่านมา กระทรวงการต่างประเทศได้มีบทบาทเชิงรุกผ่านกลไกคณะกรรมการสหวิชาชีพ ซึ่งมีปลัดกระทรวงการต่างประเทศเป็นประธาน เพื่อบูรณาการความร่วมมือระหว่างหน่วยงานที่เกี่ยวข้อง อาทิ กระทรวงการต่างประเทศ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ กระทรวงสาธารณสุข สำนักงานอัยการสูงสุด กระทรวงแรงงาน ฯลฯ ในการเสริมสร้างความเข้มแข็งของชุมชนในต่างประเทศภายใต้ยุทธศาสตร์ 5H ได้แก่ Head การเสริมสร้างองค์ความรู้ทางกฎหมายและสิทธิประโยชน์ในการดำเนินชีวิต Hand การส่งเสริมทักษะอาชีพและยกระดับศักยภาพในการประกอบอาชีพ Health การดูแลสุขภาพกายและสุขภาพจิตของคนไทยให้มีความสุข และ Heart การส่งเสริมกิจกรรมศาสนาและวัฒนธรรม เพื่อเป็นศูนย์รวมจิตใจของคนไทย และ Harmony การส่งเสริมความสามัคคีและพลังในหมู่คนไทยในต่างประเทศ โดยกรมการกงสุลได้สนับสนุนงบประมาณให้เครือข่ายคนไทย/ชุมชนไทยในต่างประเทศเป็นประจำทุกปี ปีละประมาณ 40 ล้านบาท ทั้งนี้ ในปี 2569 กรมการกงสุลได้สนับสนุนงบประมาณให้เครือข่ายชุมชนไทยในยุโรป จำนวนทั้งสิ้น 40 โครงการ เป็นเงินจำนวน 11,375,000 บาท อาทิ โครงการส่งเสริมทักษะวิชาชีพ โครงการส่งเสริมองค์ความรู้แก่กงสุลอาสา และโครงการให้คำปรึกษาด้านสุขภาพและกฎหมาย
รองอธิบดีบัญชาฯ ได้ประชาสัมพันธ์ Thai Consular Application ของกรมการกงสุล ซี่งเป็น แอปพลิเคชันในรูปแบบ One stop service ให้ข้อมูลข่าวสารด้านกงสุล การเตือนภัย การลงทะเบียนคนไทยในต่างประเทศ สายด่วนของสถานเอกอัครราชทูตและสถานกงสุลใหญ่ของไทยในต่างประเทศ SOS แจ้งเหตุฉุกเฉิน Internet Call ค้นหาที่ตั้งของสถานเอกอัครราชทูตและสถานกงสุลใหญ่ในต่างประเทศ และบริการ Chatbot แชทได้ตลอด 24 ชั่วโมงให้แก่สมาชิกเครือข่ายหญิงไทยในต่างแดนที่เข้าร่วมการเสวนาครั้งนี้ด้วย

Consular Affairs Department elevates the works on Thai national protection abroad.
On 30 March 2026,Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, participated as a panelist in a discussion entitled “Empowering Thai women abroad: Harnessing Network for Policy Change.” The event was organized by the Department of Women’s Affairs and Family Development of the Ministry of Social Development and Human Security, in collaboration with the Thai Women’s Network in Europe, with a view to exchanging experiences on the constructive role of Thai women’s networks abroad in supporting the works of government agencies and international organizations. The Thai-European Regional workshop meeting in 2026 was declared open by Mr. Kantapong Rangsesawang, the Permanent Secretary of the Ministry of Social Development and Human Security.
DDG Bancha highlighted the mandate of the Department of Consular Affairs, which covers services for both Thai nationals overseas and foreign nationals. These include the issuance of passports, legalization of documents, visa services for foreign nationals traveling to Thailand, as well as the protection and assistance of Thai nationals abroad. He further underscored the Ministry of Foreign Affairs’ proactive approach through the Interdisciplinary Committee mechanism, chaired by the Permanent Secretary for Foreign Affairs, which serves to enhance integrated cooperation among relevant agencies, including the Ministry of Foreign Affairs, the Ministry of Social Development and Human Security, the Ministry of Public Health, and the Office of the Attorney General, Ministry of Labour and etc.
In this connection, efforts to strengthen Thai communities abroad are carried out under the “5H Strategy,” namely: Head – enhancing legal knowledge and awareness of rights and entitlements; Hand – developing vocational skills and strengthening livelihood capacities; Health – promoting physical and mental well-being; Heart – fostering religious and cultural activities for Thai communities; Harmony – promoting unity and solidarity among Thai nationals overseas.
The Department of Consular Affairs has continuously provided financial support to Thai networks and communities overseas on an annual basis, amounting to approximately 40 million baht per year. In 2026, the Department allocates funding for a total of 40 projects implemented by Thai community networks in Europe, with a total budget of 11,375,000 baht. These projects include vocational skills development initiatives, capacity-building programmes for volunteer consuls, as well as health and legal advisory services.
DDG Bancha also introduced the Thai Consular Application, developed by the Department of Consular Affairs, to members of the Thai Women’s Network in Europe participating in the discussion. The application serves as a one-stop service platform, providing consular information, alerts, registration services for Thai nationals abroad, emergency hotlines of Royal Thai Embassies and Consulates-General, SOS emergency assistance, internet calling functions, location services for embassies and consulates, as well as a 24-hour chatbot service.
