เมื่อวันที่ 23-24 สิงหาคม 2569 นางสาวธิดารัตน์ แสนใจ นักการทูตชำนาญการพิเศษ กองตรวจลงตราและเอกสารเดินทางคนต่างด้าว กรมการกงสุล พร้อมด้วยคณะผู้แทนไทย ประกอบด้วย รศ. ดร.ประทิต สันติประภพ ที่ปรึกษากระทรวงการต่างประเทศด้านบัตรเดินทางสำหรับนักธุรกิจเอเปค (APEC Business Travel Card: ABTC) และเจ้าหน้าที่กรมการกงสุล เข้าร่วมการประชุมคณะทำงานด้านการเดินทางเพื่อธุรกิจของเอเปค (APEC Business Mobility Group: BMG) ครั้งที่ 2 ประจำปี 2569 ณ เมืองต้าเหลียน สาธารณรัฐประชาชนจีน ภายใต้กรอบการประชุมเจ้าหน้าที่อาวุโสเอเปค ครั้งที่ 3 (SOM3) โดยมีผู้แทนจากเขตเศรษฐกิจเอเปคร่วมแลกเปลี่ยนแนวทางการใช้เทคโนโลยีและการเชื่อมโยงระบบดิจิทัล เพื่ออำนวยความสะดวกในการเดินทางเพื่อธุรกิจระหว่างกัน
ในการประชุม ไทยได้นำเสนอความก้าวหน้าในการนำเทคโนโลยีดิจิทัลมาใช้เพื่ออำนวยความสะดวกด้านการตรวจลงตราและกระบวนการเข้าเมือง ได้แก่ ระบบตรวจลงตราอิเล็กทรอนิกส์ (e-Visa) ระบบ Thailand Digital Arrival Card (TDAC) ซึ่งให้ชาวต่างชาติลงทะเบียนข้อมูลล่วงหน้าก่อนเดินทางเข้าประเทศไทยแทนการกรอกแบบ ตม.6 ในรูปแบบกระดาษ และระบบ Thailand Immigration Management System (THIM) ซึ่งอยู่ระหว่างการพัฒนาและทดลองใช้เพื่อเชื่อมโยงกระบวนการเข้าเมืองให้เป็นไปอย่างไร้รอยต่อ ตลอดจนการพัฒนาระบบบัตร ABTC ให้มีประสิทธิภาพยิ่งขึ้น
นอกจากนี้ ไทยได้เน้นย้ำความสำคัญของการบูรณาการระบบ การแลกเปลี่ยนข้อมูลอย่างปลอดภัย และการยืนยันตัวบุคคลที่น่าเชื่อถือ เพื่ออำนวยความสะดวกในการเดินทางเพื่อธุรกิจ ควบคู่กับการป้องกันการใช้บัตรในทางที่ผิดและการทุจริต พร้อมทั้งได้แสดงความพร้อมที่จะศึกษาแนวทางเชื่อมโยงระบบ e-Visa ของไทยกับแพลตฟอร์มดิจิทัลของเขตเศรษฐกิจเอเปค โดยเฉพาะออสเตรเลีย ซึ่งเป็นผู้ดูแลระบบ ABTC เพื่อยกระดับ การเดินทางเพื่อธุรกิจให้สะดวกและรวดเร็วยิ่งขึ้น
ทั้งนี้ ณ วันที่ 31 กรกฎาคม 2569 ไทยมีบัตร ABTC ที่มีสถานะ Active จำนวน 23,432 ใบ แบ่งเป็นรูปแบบ Physical จำนวน 15,747 ใบ และ Virtual จำนวน 7,685 ใบ สะท้อนถึงความมุ่งมั่นของไทยในการส่งเสริมการเดินทางเพื่อธุรกิจที่สะดวก รวดเร็ว และปลอดภัย ตลอดจนสนับสนุนการเชื่อมโยงในเขตเศรษฐกิจเอเปค โดยนักธุรกิจไทยที่สนใจสมัครบัตร ABTC สามารถศึกษารายละเอียดและสมัครได้ที่เว็บไซต์ของคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) ที่ https://abtc-jsccib.org/login-page.html

Representatives from the Department of Consular Affairs Attend the 2nd APEC Business Mobility Group Meeting of 2026 in Dalian, the People’s Republic of China
On 23–24 August 2026, Ms. Thidarat Saenjai, Head of the e-Visa and Administrative Section, Visas and Travel Documents Division, Department of Consular Affairs, together with the Thai delegation comprising Assoc. Prof. Dr. Pratit Santiprabhob, Advisor to the Ministry of Foreign Affairs on the APEC Business Travel Card (ABTC), and officials from the Department of Consular Affairs, attended the 2nd APEC Business Mobility Group (BMG) Meeting of 2026 in Dalian, the People’s Republic of China, held under the framework of the 3rd APEC Senior Officials’ Meeting (SOM3). The meeting brought together representatives from APEC economies to exchange views on leveraging technology and digital system integration to facilitate seamless business travel across the region.
During the meeting, Thailand presented its progress in leveraging digital technology to facilitate visa and immigration procedures, including the Thai e-Visa system, the Thailand Digital Arrival Card (TDAC), which enables foreign nationals to submit their arrival information online prior to travelling to Thailand, replacing the paper-based TM.6 immigration form, and the Thailand Immigration Management System (THIM), which is currently under development and pilot implementation to enable seamless immigration processes. Thailand also highlighted its ongoing efforts to further enhance the APEC Business Travel Card (ABTC) system.
The Thai delegation also emphasised the importance of system integration, secure information exchange, and reliable identity verification to facilitate seamless business travel while safeguarding the integrity and security of the ABTC scheme. In addition, Thailand expressed its readiness to explore ways to connect the Thai e-Visa system with relevant digital platforms of APEC economies, particularly Australia, as the administrator of the ABTC system, to further streamline and expedite business travel procedures.
As of 31 July 2026, Thailand had 23,432 active ABTCs, comprising 15,747 physical cards and 7,685 virtual cards. This reflects Thailand’s commitment to promoting convenient, efficient, and secure business travel, while strengthening connectivity among APEC economies.
