เมื่อวันที่ 23 กันยายน 2568 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุลพบหารือกับนาย Joel Anthony M. Viado ผู้บัญชาการสำนักงานตรวจคนเข้าเมืองฟิลิปปินส์ ระหว่างนำคณะเยือนประเทศไทยตามโครงการเสริมสร้างความร่วมมือด้านการตรวจลงตราและการช่วยเหลือทางกงสุลระหว่างไทยกับฟิลิปปินส์ โดยมี นายสัณห์ อรุณรักษ์ติชัย ผู้อำนวยการ กองตรวจลงตราและเอกสารเดินทางคนต่างด้าว นางนาฏพร นิติมนตรี อัครราชทูต ที่ปรึกษาสถานเอกอัครราชทูต ณ กรุงมะนิลาและนายมณฑล จันทร์ศิริ ที่ปรึกษา กองคุ้มครองฯ เข้าร่วมหารือด้วย

รองอธิบดีบัญชาฯ แลกเปลี่ยนข้อมูลเกี่ยวกับการพัฒนาการระบบ e-Visa ของไทย ซึ่งช่วยอำนวยความสะดวกในการขอรับวีซ่าแก่ชาวต่างชาติ รวมทั้งชาวฟิลิปปินส์ที่ต้องการพำนักในประเทศไทยในระยะยาว พร้อมเชิญชวนให้ชาวฟิลิปปินส์ขอวีซ่าประเภท Destination Thailand มากขึ้น ซึ่งจะเปิดโอกาสให้ชาวต่างชาติ รวมทั้งชาวฟิลิปปินส์ที่ทำงานทางไกล หรือสนใจเรียนรู้วัฒนธรรมไทย เช่น การทำอาหารไทย รำไทย หรือมวยไทยได้สะดวก โดยวีซ่าประเภทนี้มีอายุ 5 ปีพำนักอยู่ในประเทศไทยได้นานถึง 180 วันต่อการเดินทางเข้าไทยแต่ละครั้ง

รองอธิบดีบัญชาฯ ขอความร่วมมือ สตม.ฟิลิปปินส์เร่งรัดกระบวนการเปลี่ยนประเภทวีซ่าของนักศึกษาไทยในฟิลิปปินส์จากประเภทท่องเที่ยวเป็นนักเรียน เพื่อให้นักศึกษาไทยสามารถใช้หนังสือเดินทางของตนเองเดินทางกลับประเทศไทยได้เมื่อมีความจำเป็น รวมถึงเร่งรัดการออกเอกสารอนุญาตการเดินทางออกนอกประเทศ (Exit Clearance Certificate – ECC) สำหรับคนไทยที่ได้ชำระค่าปรับจากการพำนักเกินกำหนดเรียบร้อยแล้ว หรือถูกเนรเทศออกจากฟิลิปปินส์ เพื่อให้คนไทยกลุ่มนี้สามารถเดินทางกลับประเทศไทยได้รวดเร็วขึ้น โดยผู้บัญชาการ สตม. ฟิลิปปินส์รับทราบข้อห่วงกังวลข้างต้น และรับจะพิจารณาให้ความช่วยเหลือต่อไป

On 23 September 2025, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of Department of Consular Affairs held a discussion with Mr. Joel Anthony M. Viado, Commissioner of the Bureau of Immigration of the Philippines during his visit to Thailand under the Cooperation Programme on Visa Issuance and Consular Assistance between Thailand and the Philippines. Mr. Sunh Arunrugstichai, Director of Visa and Travel Documents Division, Mrs. Narttaphorn Nitimontree, Minister-Counsellor of the Royal Thai Embassy in Manila, and Mr. Monton Chansiri,Counsellor, Protection of Thai Nationals Abroad Division also attended this meeting.

DDG Bancha exchanged information on the development of Thailand’s e-Visa system, which help facilitate the visa application process for foreigners, including Filipinos, seeking long-term stay in Thailand, including the Destination Thailand Visa (DTV). The DTV provides opportunities for foreigners, including the Filipinos, who are digital nomads and who are interested in learning Thai cultures, such as Thai cuisine, Thai classical dance, or Muay Thai (Thai Boxing). The visa is valid for up to five years and allows a stay of up to 180 days per entry.

DDG Bancha requested the Bureau of Immigration of the Philippines to expedite the process for visa conversion of Thai students in the Philippines from Tourist visas to Student visas, thereby Thai students can use their passports to return to Thailand when necessary. He also emphasized the importance of expediting the issuance of Exit Clearance Certificates (ECC) for Thai nationals who have already settled their fines for overstaying or have been waiting for deportation from the Philippines, so that they can promptly return to Thailand. The Commissioner acknowledged these concerns and assured that they would be given well consideration.
