นายมังกร ประทุมแก้ว อธิบดีกรมการกงสุล ได้เดินทางเยือนกาตาร์ ระหว่างวันที่ 14-17 เม.ย. 68 เพื่อเข้าการประชุม ICAO Facilitation Conference 2025 ซึ่งเป็นเวทีหารือเกี่ยวกับการอำนวยความสะดวกด้านการบิน โดยครอบคลุมประเด็นที่หลากหลาย รวมถึงการออกและตรวจสอบเอกสารเดินทางและการตรวจลงตรา การบริหารจัดการด่านตรวจคนเข้าเมือง และการให้ความช่วยเหลือผู้ประสบภัยทางอากาศ เพื่อนำไปพัฒนางานหนังสือเดินทาง งานตรวจลงตรา และงานคุ้มครองคนไทยในต่างประเทศ ให้มีประสิทธิภาพมากขึ้นท่ามกลางความท้าทายใหม่ ๆ       

ในโอกาสนี้ อธิบดีมังกรฯ ได้พบหารือกับนาย Muhammad bin Abdullah Saeed Al-Subaiey อธิบดีกรมการกงสุลกาตาร์ เพื่อเสริมสร้างความร่วมมือด้านการกงสุลกับกาตาร์ โดยเฉพาะการคุ้มครองแรงงานไทย รวมทั้งได้ร่วมหารือกับนายศิระ สว่างศิลป์ เอกอัครราชทูต ณ กรุงโดฮา และเจ้าหน้าที่กงสุลจากสถานเอกอัครราชทูตและสถานกงสุลใหญ่จากกลุ่มประเทศความร่วมมืออ่าวอาหรับเกี่ยวกับการพัฒนางานบริการด้านการกงสุล ทั้งงานทะเบียนราษฎร งานนิติกรณ์เอกสาร และระบบตรวจลงตราอิเล็กทรอนิกส์แบบใหม่ ตลอดจนการดำเนินงานเชิงรุกเพื่อป้องกันปัญหาแรงงานไทยและคนไทยลักลอบทำงานและพำนักอย่างผิดกฎหมายในพื้นที่กลุ่มประเทศอ่าวอาหรับ

นอกจากนี้ อธิบดีมังกรฯ ได้พบปะกลุ่มแรงงานไทย (เจ้าหน้าที่ พนักงานนวดสปา และพ่อครัวแม่ครัว) ที่ Zulal Wellness Resort by Chiva-Som เมือง Al Ruwais ซึ่งเป็นสถานบริการทางสุขภาพแบบครบวงจรโดยเน้นการผสมผสานศาสตร์การดูแลสุขภาพของชาวอาหรับและอิสลามแบบดั้งเดิม (Traditional Arabic & Islamic Medicine - TAIM) กับการแพทย์แผนตะวันออกและการแพทย์แผนไทย ซึ่งได้รับความนิยมในหมู่ชาวกาตาร์และประเทศในภูมิภาคตะวันออกกลาง ปัจจุบันมีแรงงานไทยที่ทำงานอยู่ที่ Zulal Wellness Resort ประมาณ 30 คน ทั้งหมดมีสภาพความเป็นอยู่ที่ดี ได้รับสวัสดิการและการคุ้มครองดูแลตามกฎหมายจ้างงานอย่างเหมาะสม

Director-General of Consular Affairs visited Qatar to attend ICAO Facilitation Conference and meetings to upgrade consular services

Mr. Mungkorn Pratoomkaew, Director-General of Department of Consular Affairs, visited Qatar during 14-17 April 2025 to attend ICAO Facilitation Conference 2025 -- a forum to discuss issues related to facilitation of air travel, from issuance and verification of travel documents and visas, border control and improvement of passengers’ experience, and assistance to victims of aircraft accidents, among others -- with key takeaways that the Department will adopt to upgrade consular services amidst emerging challenges.

On this occasion, DG Mungkorn met with his Qatari counterpart, Mr. Muhammad bin Abdullah Saeed Al-Subaiey, to further enhance consular cooperation, particularly in the protection of Thai workers in Qatar.  DG Mungkorn also had a meeting with H.E. Mr. Sira Swangsilpa, Ambassador of Thailand to Qatar, and Thai consular officers from GCC countries, to discuss ways to better provide consular services -- Thai national registration, legalization service, and the new e-visa platform, as well as the proactive measures to prevent issues related to Thai workers and Thai nationals illegally working and residing in the Gulf countries.

In addition, the Director-General met with a group of Thai workers (staff, spa therapists, and chefs) at Zulal Wellness Resort by Chiva-Som.  Located in Al Ruwais, the resort is a comprehensive wellness facility that emphasizes the integration of traditional Arabic & Islamic Medicine (TAIM) with Eastern and Thai traditional medicine, and is popular among Qataris and people from other countries in the Middle East.  Currently, there are approximately 30 Thai nationals working at Zulal Wellness Resort.  All of them have good living conditions and receive appropriate welfare and protection under the labour laws.
