เมื่อวันที่ 9 กรกฎาคม 2569 นายบัญชา ยืนยงจงเจริญ เอกอัครราชทูต ณ กรุงมาปูโต ในฐานะผู้แทนกรมการกงสุล กระทรวงการต่างประเทศ ได้เข้าร่วมการประชุมชี้แจงในคณะกรรมาธิการการป้องกันปราบปรามการฟอกเงินและยาเสพติด สภาผู้แทนราษฎร เพื่อพิจารณาศึกษากรณีพนักงานต้อนรับบนเครื่องบินลักลอบขนยาเสพติดข้ามชาติและแนวทางการขยายผลเพื่อปราบปรามเครือข่ายผู้จ้างวานโดยมีนายทรงศักดิ์ มุสิกอง รองประธานคณะกรรมาธิการการป้องกันปราบปรามการฟอกเงินและยาเสพติด คนที่หนึ่ง สภาผู้แทนราษฎร เป็นประธานการประชุม ณ ห้องประชุมกรรมาธิการฯ อาคารรัฐสภา โดยมีผู้แทนจากหน่วยงานที่เกี่ยวข้องเข้าร่วมประชุม อาทิ กระทรวงคมนาคม กรมท่าอากาศยาน สำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด สำนักงานตรวจคนเข้าเมือง กรมศุลกากร สำนักงานการบินพบเรือนแห่งประเทศไทย บริษัท ท่าอากาศยานไทย จำกัด (มหาชน) บริษัท การบินไทย จำกัด (มหาชน)

การประชุมดังกล่าวฯ มีวัตถุประสงค์เพื่อหามาตรการป้องกันและปราบปรามการค้ายาเสพติดข้ามชาติ รวมถึงรับทราบการดำเนินการหรือมาตรการของหน่วยงานที่เกี่ยวข้องในการป้องกัน/สกัดกั้นมิให้คนไทยลักลอบนำกัญชา หรือสิ่งเสพติด อาทิ เฮโรอีน ยาไอซ์ ฯลฯ บรรจุในกระเป๋าเดินทางหรือลักลอบส่งทางพัสดุภัณฑ์ไปต่างประเทศ โดยกรมการกงสุลได้เสนอให้หน่วยงานที่เกี่ยวข้องริเริ่มใช้มาตรการการตรวจหาสิ่งเสพติดโดยใช้สารเคมีตรวจจับบนเสื้อผ้าหรือกระเป๋า รวมถึงเพิ่มจำนวนสุนัขดมกลิ่น และเครื่อง X-ray ตรวจหาสิ่งเสพติด รวมทั้ง ในช่วงที่ผู้โดยสารนำสัมภาระเช็คอินกับเคาท์เตอร์สายการบิน อาจพิจารณากำหนดให้มีการสุ่มให้ผู้โดยสารกรอกแบบสอบถามเพื่อยืนยันถึงความเป็นเจ้าของสัมภาระ และรับผิดชอบต่อสัมภาระของตนตามกฎหมาย

DCA at a hearing of the House Committee Meeting on Narcotics Prevention and Suppression, proposing measures to address drug smuggling

On 9 July 2026, Mr. Bancha Yuenyongchongcharoen, Ambassador of Thailand to Maputo, represented the Department of Consular Affairs (DCA) of the Ministry of Foreign Affairs at a hearing of the House of Representatives Committee on the Prevention and Suppression of Money Laundering and Narcotics. The hearing examined the case of a cabin crew member allegedly involved in transnational drug trafficking, as well as measures to expand the crackdown on criminal networks. It was chaired by Mr. Songsak Musikong, First Vice-Chairperson of the Committee. The hearing was attended by representatives from the relevant authorites, inculding the Ministry of Transport, the Office of the Narcotics Control Board (ONCB), the Immigration Bureau, the Customs Department, the Civil Aviation Authority of Thailand (CAAT), Airports of Thailand Public Company Limited (AOT), and Thai Airways International Public Company Limited.

The hearing aimed to strengthen measures to prevent Thai nationals from smuggling cannabis and other illicit drugs, including heroin and methamphetamine, by concealing them in luggage or parcels destined for overseas shipment. The Department of Consular Affairs proposed that the relevant authorities adopt additional preventive measures, including the use of chemical detection equipment to screen clothing and baggage for narcotics, increasing the number of sniffer dogs and dedicated X-ray machines for drug detection, and introducing random passenger questionnaires at airline check-in counters to verify baggage ownership and reinforce passengers' legal responsibility for their belongings.
