เมื่อวันที่ 9 กันยายน 2567 นางสาวเชาวนี ตังวงศ์ประเสริฐ ผู้อำนวยการกองสัญชาติและนิติกรณ์ เป็นผู้แทนกรมการกงสุลเข้าร่วมกิจกรรมคู่ขนาน (side event) หัวข้อ “The Appeal of Private International Law through the Lens of the Apostille Convention” ในช่วงการประชุมประจำปีขององค์การที่ปรึกษากฎหมายแห่งเอเชียและแอฟริกา (AALCO) สมัยที่ 62 ณ โรงแรมแบงค็อก แมริออท มาร์คีส์ ควีนส์ปาร์ค กรุงเทพมหานคร โดยมี Dr. Christophe Bernasconi เลขาธิการที่ประชุมแห่งกรุงเฮกว่าด้วยกฎหมายระหว่างประเทศแผนกคดีบุคคล (HCCH) เป็นผู้บรรยายหลักเกี่ยวกับความสำคัญและประโยชน์ของอนุสัญญา Apostille
ในโอกาสนี้ นางสาวเชาวนีฯ ได้ร่วมบรรยายในหัวข้อ “Thailand and the Plan in Moving Forward to Become a Party to the Apostille Convention” นำเสนอความคืบหน้าการดำเนินงานของกรมการกงสุลในฐานะหน่วยงานหลัก (Competent Authority) และการเตรียมความพร้อมของประเทศไทยในการเข้าร่วมเป็นภาคีอนุสัญญา Apostille
อนุสัญญา Apostille เป็นกรอบความร่วมมือระหว่างประเทศที่ช่วยลดขั้นตอนการรับรองเอกสารมหาชนระหว่างประเทศซึ่งเป็นการทำให้กระบวนการรับรองเอกสารเป็นไปโดยสะดวกยิ่งขึ้น โดยลดภาระค่าใช้จ่ายและเวลาในการดำเนินการ ซึ่งจะช่วยอำนวยความสะดวกให้กับประชาชนและภาคธุรกิจในวงกว้าง

On 9th September 2024, Ms. Chaowanee Tangwongprasert, Director of Legalization Division, as a Representative of the Department of Consular Affairs, participated in a side event titled “The Appeal of Private International Law through the Lens of the Apostille Convention” during the 62nd Annual Meeting of the Asian-African Legal Consultative Organization (AALCO) at the Bangkok Marriott Marquis Queen’s Park. On this occasion, the keynote speaker, Dr. Christophe Bernasconi, Secretary-General of the Hague Conference on Private International Law (HCCH), also gave a remark emphasizing the benefits of the Apostille Convention.
At this event, Ms. Chaowanee delivered a presentation on “Thailand and the Plan in Moving Forward to Become a Party to the Apostille Convention,” highlighting the progress made by the Department of Consular Affairs, as the Competent Authority, in preparing for Thailand’s smooth accession to the Apostille Convention.
The Apostille Convention is an international framework designed to simplify the use of public documents across borders by streamlining the document legalization process, thereby enhancing convenience and efficiency for both individuals and business sector.
