เมื่อวันที่ 30 มิถุนายน 2569 นายอสิ ม้ามณี เอกอัครราชทูต ณ กรุงเฮก ยื่นภาคยานุวัติสารเพื่อเข้าเป็นภาคีอนุสัญญาว่าด้วยการยกเลิกข้อกำหนดการนิติกรณ์สำหรับเอกสารมหาชนต่างประเทศ (Apostille Convention) ณ กระทรวงการต่างประเทศแห่งราชอาณาจักรเนเธอร์แลนด์ ในฐานะผู้เก็บรักษา โดยมีผู้แทนกรมการกงสุล และคณะผู้แทนสำนักงานตรวจคนเข้าเมือง เข้าร่วมเป็นสักขีพยาน ทั้งนี้ เลขาธิการที่ประชุม HCCH ได้เข้าร่วมในพิธีด้วย

เอกอัครราชทูตฯ ได้กล่าวขอบคุณรัฐบาลเนเธอร์แลนด์ และเลขาธิการ HCCH ที่สนับสนุนกระบวนการเข้าร่วมอนุสัญญาฯ และยืนยันความมุ่งมั่นของไทยในการดำเนินการตามพันธกรณีของอนุสัญญาฯ

ในโอกาสเดียวกันนี้ คณะผู้แทนได้ศึกษาดูงานด้านเทคนิคสำหรับระบบการนิติกรณ์เอกสารแบบ Apostille ที่ศาลยุติธรรม ณ กรุงเฮก (District Court of The Hague - Rechtbank Den Haag) เพื่อนำองค์ความรู้มาพัฒนาต่อยอดการดำเนินการนิติกรณ์เอกสารของหน่วยงานไทยต่อไป

การเข้าร่วมอนุสัญญาฯ จะเป็นการยกระดับการให้บริการภาครัฐด้วยการลดขั้นตอนการนิติกรณ์เอกสารให้สะดวกรวดเร็วและประหยัดค่าใช้จ่าย ซึ่งจะช่วยเอื้อต่อการค้า การลงทุน การศึกษา การท่องเที่ยว ตลอดจนส่งเสริมความเชื่อมโยงในระดับประชาชนของไทยกับนานาชาติ โดยหลังจากนี้ ไทยจะเข้าสู่กระบวนการรับฟังข้อขัดข้องจากรัฐภาคี เป็นเวลา 8 เดือน ก่อนเข้าเป็นภาคีอนุสัญญา Apostille โดยมีผลสมบูรณ์และบังคับใช้ในวันที่ 28 กุมภาพันธ์ 2570 เป็นต้นไป

Depositing the Instrument of Accession to the Apostille Convention, Advancing Thailand’s Legalization System

On 30 June 2026, H.E. Mr. Asi Mamanee, Ambassador of Thailand to the Netherlands, deposited Thailand’s Instrument of Accession to the Apostille Convention with the Ministry of Foreign Affairs of the Kingdom of the Netherlands as a depositary. The ceremony was witnessed by representatives of the Department of Consular Affairs, and the Immigration Bureau. The Secretary General of the HCCH also attended the event.

During the ceremony, the Ambassador expressed appreciation to the Dutch Government and HCCH for their support throughout Thailand's accession process, and reaffirmed Thailand’s commitment to the obligations of the Convention.

On this occasion, the delegation visited the District Court of The Hague for a technical study visit on the operation of the Apostille system for further development of Thailand's Apostille operation.

Joining the Convention will enhance Thailand’s public services by simplifying the legalization process, making the use of Thai public documents abroad and foreign public documents vice versa become faster, more convenient, and cost-effective, facilitating trade, investment, education, tourism, and people-to-people exchanges.

Following the deposit of the Instrument, Thailand is expected to become a full member by 28 February 2027.
